Nghe An 'finalizes' policy to support redundant cadres, civil servants, and non-professional workers due to merger
It is expected that the number of surplus district- and commune-level officials, civil servants, non-professional commune-level workers, Standing Committee members of the Vietnam Fatherland Front, Standing Committee members of commune-level mass organizations, and contract workers supporting and serving in Nghe An province after the merger will be 1,754 people.
On the afternoon of October 18, the People's Council of Nghe An province, term XVIII, 2021 - 2026, held the 23rd session (special session) to promptly decide on urgent issues within its authority to serve socio-economic development and ensure national defense and security.
Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council chaired the meeting.
Attending the meeting were comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vice Chairmen of the Provincial People's Committee, leaders of the Provincial National Assembly Delegation, and delegates of the Provincial People's Council.

At the 23rd session, the Provincial People's Council passed a draft resolution on support policies for cadres, civil servants, public employees, labor contract workers, part-time workers and other redundant subjects due to the rearrangement of administrative units at district and commune levels in the province.
According to the draft resolution, cadres, civil servants, public employees, and people working under labor contracts in addition to the regime and policies on streamlining payrolls that are enjoyed under current law will receive additional support.
Specifically, in the case of early retirement, support is 3 months of current salary for each year of early retirement. In the case of immediate termination of employment, support is 1 month of current salary for each year of work with compulsory social insurance contributions.

For those who are receiving pension and holding positions as district and commune level officials, support is 1 month of current salary for each year of work in the current position.
In addition, part-time commune-level workers are supported with one month of current allowance for each year of work in their current position (maximum support is not more than 15 months). Standing members of the Vietnam Fatherland Front and Standing members of commune-level mass organizations are supported one time with an amount of 3.2 million VND/person.
This policy does not apply to those who retire due to reaching retirement age as prescribed during the administrative unit rearrangement period and to cadres who do not meet the age requirements for re-election or reappointment according to Decree No. 26 dated March 9, 2015 of the Government.
Principle of policy implementation, in case of holding multiple positions, only support will be given according to the position with the highest allowance level.

Working time to calculate support is rounded up according to the principle that 1 month to 6 months is counted as 1/2 year; from 6 months to 12 months is counted as 1 year. Working time to calculate support is the total working time (if interrupted, it is accumulated).
Current salary is the salary of the month immediately preceding the downsizing. Monthly salary is calculated including: Salary according to rank, position, title, professional title or agreed salary of the labor contract; position allowances, seniority allowances exceeding the framework, seniority allowances, salary retention difference (if any).
Current allowance is the allowance of the month immediately preceding the leave of absence (excluding concurrent allowance).

According to the Project on rearranging administrative units at district and commune levels and the Project on expanding administrative boundaries and urban space of Vinh city, the entire Nghe An province will reduce 1 district-level administrative unit and 48 commune-level administrative units.
The expected number of redundant district and commune-level officials, civil servants, non-professional commune-level workers, Standing Committee members of the Vietnam Fatherland Front, Standing Committee members of commune-level mass organizations, and contract workers to support and serve is 1,754 people.
Issuing support policies for redundant people is necessary to contribute to motivating, encouraging, and supporting redundant people to quit their jobs and creating favorable conditions for localities in arranging and assigning redundant staff due to administrative unit rearrangement.
