Nghe An Provincial People's Committee requests: Agencies and units to complete the organization of specialized agencies under the Provincial People's Committee, District People's Committees, and public service units before February 10, 2025.

Plan 1022, dated December 19, issued by the People's Committee of Nghe An province on streamlining the organization of the government apparatus, emphasized the purpose of streamlining the organization of specialized agencies under the People's Committee of the province.District People's CommitteeUnify with the arrangement and streamlining of the Government apparatus, ensuring synchronization, unity and connectivity in state management of sectors and fields from the central to district levels.

Continue to perfect the functions, tasks, powers and consolidate the organizational structure of the government apparatus to ensure streamlining, effective and efficient operations on the basis of rationally organizing specialized agencies under the Provincial People's Committee and District People's Committees to manage multiple sectors and fields; fully promote the position, role, functions, tasks and powers of the Provincial People's Committee and District People's Committees as prescribed by the Constitution to build a democratic, professional, modern, clean, strong, open, transparent government serving the people, strengthening smooth management from the Central to local levels, on the basis of reasonable decentralization and delegation of powers, meeting the requirements of building and perfecting the Socialist Republic of Vietnam's rule of law state.

For organizations within departments, branches, sectors, and district-level People's Committees that have too few tasks and are difficult to arrange staff according to regulations on standards for establishing departments, they should be arranged and merged reasonably and in accordance with practice.
The arrangement and adjustment of functions and tasks are based on the management objects of each agency and unit; ensuring to avoid overlap and omission of functions and tasks between departments, branches, and sectors, and between internal organizations of the unit.
Review and rearrange state management functions between levels, avoid overlap but still ensure convenience for management and professional guidance between provincial and district levels; eliminate intermediate stages, reduce service departments to unify under one focal point, rearrange shared job positions to avoid wasting staff.
For professional and technical departments: Review and propose the following quantity to be arranged according to the principle of streamlining. For public service units and affiliated branches: In the immediate future, hand over and receive the status quo and continue to review to ensure that for each group of public service services, there is only one public service unit providing them, "resolutely eliminating intermediary organizations".
Arrange public service units with the same functions and tasks to improve effectiveness and efficiency. Streamline unnecessary public service units that operate ineffectively. Proactively review units and predict units that will cease operations or have their tasks reduced in the near future.
The arrangement and assignment of cadres, civil servants, public employees and workers must be carried out seriously, carefully, scientifically and strictly; ensuring democracy, publicity, transparency, with specific principles and criteria, suitable to the practical situation and task requirements of each agency and unit.

For specialized departments under the merged departments, on the basis of receiving the original status, review the functions and tasks to arrange them according to the principle of ensuring no omissions or duplication of functions and tasks; encourage the reorganization of multi-task, multi-field management departments and ensure the minimum criteria of 06 civil servants.
For departments and branches that have transferred and received part of their functions and tasks: Review and transfer specialized departments corresponding to their functions and tasks and transfer part of the support and shared departments corresponding to the volume of specialized tasks transferred.
Nghe An Provincial People's Committee requests: Agencies and units to complete the organization of specialized agencies under the Provincial People's Committee, District People's Committees, and public service units before February 10, 2025 and report the results to the Department of Home Affairs before February 15, 2025 for synthesis and consultation with the Provincial Steering Committee to report to the Central Steering Committee.
The Provincial People's Committee requests to temporarily suspend the reception, recruitment, and rotation of civil servants, public employees, and labor contracts according to Decree No. 111/2022/ND-CP (except for teachers in preschool and general education institutions and medical staff in medical examination and treatment facilities) in all agencies and units; the introduction of appointment of people to higher positions in all agencies and units; the reappointment of cadres, civil servants, and public employees in agencies and units subject to merger, consolidation, and dissolution (special cases decided by competent authorities).
The suspension will be implemented from December 1, 2024 until the completion of the arrangement and streamlining of the organizational structure and staffing to resolve the transfer, arrangement, and assignment (surplus or shortage) between agencies and units.
