Currently in the rainy and stormy season, Nghe An Department of Industry and Trade directs localities and businesses to proactively deploy the work of reserving goods and necessities to serve people's needs.

No "price storm", no scene of jostling to buy or sell

Super typhoon No. 3 passed, but its circulation caused flooding and landslides in many areas in the North, seriously affecting production and people's lives. In this situation, central and local ministries and branches have directed and proactively deployed the work of ensuring the reserve of goods and necessities to serve the needs of the people.

In Nghe An, units also have plans to continuously rotate goods to points of sale, deploy online sales channels to be ready to support and fully serve the needs of the people. Mr. Tran An Khang - Director of Go! Vinh supermarket (Vinh city), said: The amount of goods at the supermarket is abundant, from livestock meat, poultry, seafood, green vegetables are diverse and abundant, meeting the needs of consumers. At the supermarket, there is no scene of jostling to buy or competing to buy food. Green vegetables have increased in price compared to before because the growing areas were affected by floods. However, due to proactive supply, green vegetables in our supermarket system still fully meet the needs of consumers.

In addition to implementing a plan to reserve goods for businesses supplying essential goods, supermarkets, shopping malls and distribution channels across the province to proactively source goods, the Department of Industry and Trade has also coordinated with local authorities and functional forces to strengthen market inspection and control by selling goods at the correct listed prices of State-regulated goods, strictly handling cases of taking advantage of natural disasters to unreasonably increase prices; at the same time, organizing Vietnamese goods markets in mountainous and rural areas to facilitate people's shopping.

Mr. Nguyen Van Hiep - Head of Trade Management Department, Department of Industry and Trade, said: Implementing the direction of the Prime Minister, the Ministry of Industry and Trade, and the Provincial People's Committee, we have urgently grasped the situation of implementing the tasks of supplying goods before the time of storm No. 3 and have prepared the supply of essential goods to ensure serving the people.

The supply of goods and prices of essential goods are basically stable, with no significant changes in prices, except for some green vegetables that have slightly increased in price due to difficulty in preservation. For essential goods such as gasoline, the Ministry of Industry and Trade will continue to closely monitor the situation in localities and the direction of the Prime Minister in Official Dispatch No. 90/CD-TTg dated September 9, 2024 to provide specific instructions to each locality in coordinating with functional units to regulate and transport goods, including gasoline to serve the people.

Looking back at the consumer goods market, especially essential goods during the recent peak of storm No. 3, we can clearly see the stability. Distributors such as Thanh Nghe Tinh Food Joint Stock Company, Nghe An Agricultural Products and Foodstuffs Company Limited, Nam Long Trading Company Limited, supermarket systems: Go! Vinh, MM Mega Market, Winmart,... convenience stores such as Winmart+, Bibigreen,.. and shopping centers, goods distributors and markets in the province have proactively researched the market, developed production plans, reasonably stockpiled goods, implemented to ensure the source of goods to serve people's needs, and prevented shortages and price hikes during storms. State management agencies in the trade sector have implemented many solutions to maintain market stability and ensure supply-demand balance.

Total retail sales of goods and consumer services revenue in August 2024 in Nghe An is estimated at VND 11,777.9 billion, down 6.09% over the previous month, up 11.42% over the same period last year. Accumulated in the first 8 months of 2024, total retail sales of goods and consumer services are estimated at VND 100,380.1 billion, up 31.43% over the same period last year.

Proactive response during storm season

Faced with the complicated flood situation, on September 7, the Ministry of Industry and Trade issued urgent dispatch No. 6813/BCT-TTTN to the Departments of Industry and Trade in 35 provinces/cities to prepare and coordinate essential goods to promptly supply and ensure the quantity of goods, food, and foodstuffs ready to be mobilized to the market to serve the people.

On September 9, the Ministry of Industry and Trade sent urgent dispatch No. 6883/BCT-TTTN to the People's Committees of provinces and centrally-run cities on ensuring the supply of essential goods to stabilize the market after the storm and urgent dispatch No. 6915/BCT-TTTN dated September 10, 2024 to enterprises producing and distributing essential goods on ensuring the supply of goods for areas affected by floods.

Recently, the Department of Industry and Trade received an Official Dispatch from Central Retail Group - Represented by EB Services Company Limited. Accordingly, the Department of Industry and Trade is requested to support and facilitate the Company's cargo vehicles to be allowed to flexibly circulate without time frame and load limit to transport essential goods such as vegetables, tubers, fruits, meat, fish, etc. to areas where there are GO!, Big C, Tops Market supermarket systems.

In order to promptly ensure sufficient supply of essential goods to serve people in the Northern provinces after the floods, the Department of Industry and Trade respectfully requests the Department of Transport, the Provincial Police, the People's Committees of districts, cities and towns including Vinh, Nghi Loc, Dien Chau, Quynh Luu, Hoang Mai to direct functional agencies to support and create favorable conditions for unrestricted circulation of time frames and load capacity of vehicles transporting essential goods to serve the Northern provinces through checkpoints in the areas of related districts, cities and towns.
Implementation time starts from 00:00 on September 14, 2024 until the consequences of super typhoon Yagi in the northern provinces are overcome.

From the proactive response plan during the recent storm No. 3, and drawing experience for unusual natural disaster situations that may occur in the future, the Department of Industry and Trade has also issued a document directing the proactive implementation of the work of reserving goods and necessities to serve the needs of the people.

Accordingly, it is recommended that the People's Committees of districts, cities and towns direct local media agencies to strengthen propaganda and mobilize people to proactively implement measures to prevent and respond to natural disasters to ensure safety and limit damage when storms, floods and inundation occur; at the same time, guide people in areas that are frequently flooded when natural disasters occur to have plans to store food and necessities on the spot to prevent floods and landslides that cause local isolation and last for many days.

Localities proactively coordinate with relevant agencies to survey consumer demand in the area, identify areas at risk of being affected. Mobilize businesses and business establishments in the area to have business plans, reserve goods, materials, and essential necessities to promptly supply to serve people's needs. Coordinate with functional forces to strengthen control over prices and quality of goods, prevent and strictly handle acts of taking advantage of natural disasters and floods to speculate, hoard goods, and unreasonably raise prices for profit, causing market instability and affecting people's lives.

Supermarkets, shopping malls, businesses trading and distributing goods in the province must be proactive and ready to promptly and fully regulate goods, especially essential goods, divide the amount of goods stored in different warehouses, and reinforce to ensure safety and prevent flooding to minimize damage to people and property.

Along with that, mobilize resources and means to be ready to transport goods from warehouses to isolated points if necessary, ensuring adequate supply of goods, avoiding shortages and price hikes that affect people's lives in case of floods.

In particular, strictly follow the price posting and selling according to the listing for essential goods, ensuring stable prices, quality, food hygiene and safety at supermarkets, shopping centers, business establishments... when natural disasters occur in the area.

It is currently the rainy season, we are proactively responding, continuing to direct localities, distribution enterprises, large-scale goods suppliers, key traders and petroleum businesses to focus on supplying essential goods for consumption and production and business. Localities and businesses are proactive in supplying and circulating goods in stormy situations.
