(Baonghean) - One of the key tasks of administrative reform that all levels, sectors and localities in the province are interested in implementing is to control, simplify and reduce the time to handle administrative procedures for people.
REDUCE PROCESSING TIME
As a unit that regularly handles administrative procedures (AP) related to enterprises, from the beginning of the year, the Department of Planning and Investment has developed a plan and implemented administrative reform work, focusing on reviewing APs and developing plans to shorten the time for APs within the unit's authority.
Accordingly, in the first 6 months of 2019, the Department of Planning and Investment reduced the time for granting Investment Registration Certificates for projects that won auctions and biddings from 15 days to 10 days; and reduced the time for granting Investment Registration Certificates for projects that have been granted investment policies from 7 days to 2 days. At the same time, the Department has organized the review and standardization of 342 administrative procedures under the state management of the Department in 4 areas: Business registration, project appraisal, direct investment and rural agriculture.

At the same time, the Department of Planning and Investment has reviewed the list of administrative procedures in all fields; in which it has reduced from 261 procedures announced in Decision No. 2009/QD-UBND dated May 9, 2016 to 150 procedures: Business registration has been reduced to 103 procedures; the field of Investment in Vietnam has been reduced to 24 procedures... Implementing public posting of all administrative procedures under the authority of the Reception and Result Delivery Department, and at the same time publicly announcing on the Department's Electronic Information Portal, the province's Online Public Service Portal to create the most favorable conditions for organizations, businesses and people to search for information and easily perform administrative procedures.

At the Department of Natural Resources and Environment, there are many administrative procedures related to organizations and people. Therefore, the Department regularly reviews to ensure that the system of legal documents is in accordance with regulations and quality. In particular, the Department issued a plan to review and simplify administrative procedures in 2019 (No. 1071/KH-STNMT dated March 8, 2019). Up to now, the Department has reviewed and reduced the time for internal processing of administrative procedures in the fields of land, environment, minerals and natural resources.

For example, the Department of Natural Resources and Environment has reduced the time for processing administrative procedures in the land sector: The time for processing procedures for granting land use right certificates for individual households has been reduced from 30 days to no more than 26 days (down 4 days) (14%); the time for processing procedures for granting land use right certificates for organizations has been reduced by 12 days (from 30 days to 18 days) (40%); the time for changing land use purposes has been reduced by 2 days (from 15 days to 13 days) (14%). At the same time, the Department has reduced the time for processing 12/14 administrative procedures in the field of environmental protection compared to the regulations of the Central Government. In the field of minerals, the Department has reviewed and reduced the internal processing time for 19/20 administrative procedures in the field of minerals by 5-10%;
According to Deputy Director of the Department of Natural Resources and Environment Vo Van Ngoc, in order to create fundamental changes in the reform of administrative procedures, along with reviewing and reducing administrative procedures, the Department has implemented the collection of opinions from organizations and individuals to assess the level of satisfaction when requesting the Department of Natural Resources and Environment to resolve administrative procedures. Thereby, people participate in the process of monitoring the implementation of issued mechanisms, policies and administrative procedures; can promptly reflect on delays and harassment in resolving administrative procedures.

Identifying administrative procedure reform as an important task in the administrative reform program, on January 25, 2019, the Provincial People's Committee issued Plan No. 40/KH-UBND on inspecting the implementation of administrative procedure control activities in 2019; establishing an interdisciplinary team to inspect administrative procedure control activities at departments, branches and localities.
Through the inspection, the Interdisciplinary Delegation has assessed that the quality and effectiveness of administrative procedure control work of departments, branches and localities in the province have clearly changed, demonstrated through the development, consultation, promulgation of legal documents, general action plans, review, inspection and communication; while maintaining professional work on administrative procedure control, they have also promoted new and creative ways in administrative procedure reform. Especially through the implementation of administrative procedures, the units have discovered inadequacies in the system of legal regulations on administrative procedures that are causing difficulties and obstacles for people and businesses and need to be promptly resolved.
Results of handling administrative procedures in the second quarter of 2019 (including records handled under the one-stop mechanism, one-stop connection; according to online public services): Number of records handled: 544,430 (of which: the number of records handled on time is 542,661, the number of records handled overdue is 1,769); Number of records being handled: 11,161 (of which: the number of records not yet due is 10,718, the number of records overdue is 443).

GET MORE REAL
According to the assessment of the Administrative Procedure Control Department of the Provincial People's Committee Office, the process of handling administrative procedures at some agencies, units and localities has not really brought satisfaction to the people and businesses; administrative procedures require too much paperwork, causing inconvenience to the people. Especially, the sense of responsibility and discipline of the officials and civil servants directly receiving and handling administrative procedures is not high, many administrative procedures are prolonged such as in the fields of land, policies...
Based on the above situation, in order to propagate and disseminate the basic contents of legal documents on administrative procedure control, in May 2019, the Provincial People's Committee organized an online contest on the Nghe An Provincial Electronic Information Portal on "Learning about administrative procedure control activities and providing and using public services".
The contest is a creative highlight in the administrative procedure control activities in Nghe An province in response to the "Year of administrative reform" in the message of the Chairman of the Provincial People's Committee. From there, it is communicated to all cadres, civil servants, public employees and people to know and join hands in reforming state administration according to the current requirements of the Government.

According to Vice Chairman of the Provincial People's Committee Le Ngoc Hoa, administrative procedure reform has many contents, the most important of which is to improve the relationship between people and state administrative agencies. In 2019, the province set out the task of needing stronger and more substantial reforms in administrative reform to improve the investment and business environment, cut unnecessary administrative procedures, and procedures that cause barriers for businesses and people...
"With the synchronous implementation of solutions and the operation of the Provincial Public Administration Center model, we hope to create a clearer change in the province's administrative reform work. Implementation must ensure on-site settlement of administrative procedures for people" - Vice Chairman of the Provincial People's Committee Le Ngoc Hoa expressed his hope.
Currently, the Chairman of the Provincial People's Committee has announced 1,710 administrative procedures for all three levels (1,284 administrative procedures at the provincial level, 298 administrative procedures at the district level, and 128 administrative procedures at the commune level). However, the number of administrative procedures performed through Online Public Services is 965.
