Nghe An prepares 30 quarries to serve the leveling of the North-South expressway
(Baonghean.vn) - That was one of the contents emphasized at the working session this morning between the leaders of the Ministry of Transport and the People's Committee of Nghe An province and related localities to urge the work of site clearance for the North-South expressway.
In order to best prepare for the construction of the North-South Expressway, from Nghi Son to Dien Chau, on the morning of February 19, in Hoang Mai Town, the working group of the Ministry of Transport worked with the People's Committee of Nghe An province and localities to review the site clearance work.
Chairing the working session on behalf of the Ministry of Transport were Deputy Minister Nguyen Nhat, representatives of the Department of Transport Construction and Project Management Board (PMU) 6.
VOn the side of Nghe An province, there was comrade Le Hong Vinh - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee. Also attending were representatives of the Provincial People's Committee Office, relevant departments and branches and the People's Committees of Dien Chau, Yen Thanh, Quynh Luu districts and Hoang Mai town.

At the meeting, representativesNghe An Department of TransportReport on the status of site clearance (GPMB) and preparation of land mines and public roads for construction of component projects.North-South Expresswayeast.
Accordingly, in the total approved land acquisition and clearance budget of the province of 3,498 billion VND, the sectionSub-project from Nghi Son to Dien ChauThe total approved land acquisition cost is 1,787.5 billion VND, the approved project cost is 2,191 billion VND. Up to now, the capital allocated for the project is 2,148.45 billion VND, of which the capital allocated in 2021 is 200 billion VND, including the Nghi Son - Dien Chau section of 120 billion VND and the Dien Chau - Bai Vot section of 80 billion VND.

Up to now, relevant departments and branches have approved the measurement excerpt of 43.47/43.47 km, reaching 100%; approved the compensation plan of 1,037 billion VND, the allocated capital, disbursement and payment of the cumulative plan is 1,062 billion VND, of the 120 billion VND allocated in 2021, Hoang Mai town 50 billion, Quynh Luu 20 billion, Dien Chau 40 billion and Yen Thanh 10 billion VND; 39.28/43.47 km have been cleared, reaching 90.36%.
In parallel with the land acquisition and clearance, 4 districts and towns have completed a number of additional items to arrange resettlement for 9 locations for 275 households, and continue to relocate a number of technical infrastructure works, graves, etc.

At the meeting, representatives of some departments and branches presented some solutions to direct and guide responses to some cases regarding agricultural land; 1.65 km of residential land and garden land that does not need to be resettled; 2.44 km of residential land and garden land for resettlement; the progress of construction of resettlement areas and relocation of technical infrastructure works is still quite slow compared to last month.

To prepare materials for highway leveling, Nghe An currently has 12 approved land fill mines, but to meet the demand for land fill materials for highway leveling, the Provincial People's Committee has directed the Department of Natural Resources and Environment to advise on supplementing the mineral planning, approving the Plan for auctioning mineral exploitation rights for 48 mines, of which 30 mines serve the purpose ofLand levelingNorth-South Expressway Project.
At the meeting, based on the report on the land acquisition situation in the area, representatives of the districts also proposed to add some access roads for people to travel and add some cases that although not subject to compensation, when the project is implemented, it will still affect life, production and travel; the planning of land mines must be reasonable, close to the construction site to avoid causing environmental pollution and affecting the new rural traffic infrastructure.

Speaking at the meeting, comrade Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee assessed that although more than 90% of the site has been cleared, in reality, the progress is still slow compared to last month and the plan, so districts and towns must make more efforts, mobilizing the entire political system to participate in propaganda and mobilization of the people.

He requested departments, branches and localities to actively review the regimes, policies and guidelines in compensation for site clearance, ensuring the legitimate rights of the people. Districts must direct contractors to concentrate their resources to speed up the progress of infrastructure construction, organize lotteries for households; urgently complete the dossier to supplement the points of residential roads; regularly inspect and urge localities to relocate technical infrastructure and build resettlement areas.

At the meeting, Deputy Minister of Transport Nguyen Nhat highly appreciated the drastic direction of the province, and said that so far, the policies and guidelines for implementing the land acquisition and clearance for the expressway project through Nghe An have basically been completed. The Ministry will soon approve the technical design of the Nghi Son - Dien Chau section, so localities should urgently review it to have a standard technical design document to submit to the Ministry of Transport for approval.

The Deputy Minister emphasized that the National Assembly and the Government are very strict in controlling the project implementation progress and assigned the completion of the project section through Nghe An province by the end of 2022 and did not allow an extension because it would lead to adjustments in material prices and total project investment, causing losses to the State budget. He suggested that the province speed up the approval of the planning and conduct auctions of mineral exploitation rights to provide materials for the project. The Department of Construction should soon announce the prices of construction materials in the province to help contractors calculate prices closer to reality./.
