(Baonghean.vn) - After 20 years of implementing Resolution No. 13 - NQ/TW, the province has 196 cooperatives, accounting for 31% of agricultural cooperatives linked to the consumption of agricultural products, 30 cooperatives applying high technology in production, 25 cooperatives with 39 products achieving OCOP from 3 stars or more.

On the morning of October 19, the Ministry of Agriculture and Rural Development held a national online conference to summarize 20 years of implementing Resolution No. 13-NQ/TW on continuing to innovate, develop and improve the efficiency of the collective economy and 10 years of implementing the 2012 Law on Cooperatives in the agricultural sector.

According to the assessment of the Ministry of Agriculture and Rural Development, after 20 years of implementing Resolution No. 13-NQ/TW and 10 years of implementing the Law on Cooperatives 2012, the Ministry has directed and coordinated with localities to implement well, achieving the set goals and requirements, the average income of workers incooperativeincreasing (in 2001 it was 4.5 million VND/year, by 2021 it was 36.7 million VND/year). Activities in the economic and agricultural cooperative sector have developed in both quantity and quality, gradually overcoming the prolonged weakness.

In 2020, the total operating capital of the cooperative was VND 28,225 billion (an increase of VND 22,950 billion compared to December 31, 2011). The total asset value of the cooperative was VND 12,712 billion (an increase of VND 7,881 billion compared to December 31, 2011). Average revenue was VND 2.44 billion/year/cooperative (an increase of VND 1.7 billion compared to December 31, 2011). Average profit was VND 383 million/year (an increase of VND 287 million compared to December 31, 2011).

It is expected that by December 31, 2021, the country will have a total of 18,327 cooperatives (an increase of 12,569 cooperatives compared to December 31, 2001), with a total of 3.2 million members. The number of cooperatives operating effectively under the 2012 Law on Cooperatives is 7,924 cooperatives (an increase of 6,527 cooperatives compared to 2001).

However, despite the Law, cooperatives still face many difficulties in concentrating and accumulating land. The number of cooperatives granted land use right certificates is still low (accounting for 19% of the total number of cooperatives).

Many support policies for collective economy and cooperatives have been issued but they are still scattered and scattered, especially lacking resources for implementation, which affects the allocation of capital to prioritize implementation for the collective economy and cooperatives. On the other hand, some policies issued when implemented are difficult for cooperatives to access, the total maximum support level is low, so cooperatives are reluctant to invest, the reason is that cooperatives do not meet the support conditions; there is no counterpart capital...

ForNghe An, after 20 years of implementing Resolution No. 13-NQ/TW and 10 years of implementing the Law on Cooperatives, the field of collective economy and new-style cooperatives has gradually been distinguished from enterprises, social organizations and old-style cooperatives. By October 2021, Nghe An had 628 agricultural cooperatives, of which 339 were operating effectively, accounting for 54.06% of cooperatives in the province (an increase of 33% in the number of cooperatives operating effectively compared to 2013). With a total of 153,220 members, annual revenue of about 625 billion VND, profit of about 76 billion VND/year; the total number of cooperative managers is 2,975 people, of which university and college graduates account for 36.90%; Cooperatives have created stable jobs for about 3,850 regular workers with an average income of 42 million VND/worker/year.

In particular, currently in the province, there are 196 cooperatives, accounting for 31% of agricultural cooperatives, linked to the consumption of agricultural products, 30 cooperatives apply high technology in production, 25 cooperatives have 39 products achieving OCOP from 3 stars or more.

Concluding the conference, Deputy Minister of Agriculture and Rural Development Tran Thanh Nam said that localities continue to effectively implement Resolution No. 13-NQ/TW on innovation, development and improvement of collective economy and cooperatives. Cooperatives promote the experience and management role of the Cooperative Management Board. Continue to accumulate and convert land to create conditions for cooperatives to expand production scale. Financial and credit policies of cooperatives are currently facing difficulties and need to be analyzed and resolved in the coming period.
