Nghe An has creative and effective ways of implementing Central resolutions.

On the afternoon of July 1, the Central Organizing Committee held a national online conference on Party building and organization work. Comrade Pham Minh Chinh - Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee chaired the conference.

In the first 6 months of 2019, the entire Organization sector has proactively focused its intelligence and efforts to advise the Politburo to issue Directive 35 on Party congresses at all levels, towards the 13th National Party Congress with fundamental, comprehensive, synchronous, public and transparent content, helping localities and units to implement smoothly. To date, 60/63 provincial and municipal Party Committees have established and developed plans to implement the tasks of sub-committees preparing for Party congresses at all levels.

The whole sector has advised Party committees at all levels to continue to promote the implementation of Resolution 4 of the 11th and 12th Central Committees in conjunction with Directive 05 of the Politburo with many rich contents and appropriate forms; thereby contributing to the fight against degradation, protecting the Party's ideological foundation, tightening discipline and order in personnel work. Some localities continue to concretize the contents of the Central Committee's Resolution into specific tasks, close to the actual situation and have good and creative ways of doing things such as Nghe An, Ninh Binh, Ho Chi Minh City...

To specify the Central Resolutions 4, term XI and term XII, Nghe An proposed 5 levels for identification:Very serious(degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation) must be removed from the Party;serious(must enforce discipline);have initial manifestations, need to review and learn from experience;have symptoms but at a level that is difficult to recognize, need to be careful;no expression.

The Organization Department has advised the Party Committee to implement Regulation No. 10-QD/TW of the Politburo on the functions, tasks, powers and working relationships of the Party Committees and Standing Committees of the Party Committees of provinces and centrally-run cities. Accordingly, some localities have effectively implemented it, such as: Nghe An reduced 9 focal points; Soc Trang reduced 8; Yen Bai reduced 10...

Concluding the conference, Head of the Central Organization Committee Pham Minh Chinh assessed that in the first 6 months of 2019, the whole sector completed a large amount of work, achieved relatively comprehensive results and basically completed the proposed projects, contributing to improving the leadership capacity and fighting strength of the Party organization and Party members.

Orienting tasks for the last 6 months of the year, the Head of the Central Organizing Committee emphasized that this is an important time for preparing for congresses at all levels for the 2020-2025 term and striving to complete the goals of the Resolution for the 2015-2020 term. The tasks set for Party building and organization are very heavy.

Therefore, the Head of the Central Organizing Committee requested the Organization sector to actively advise on preparations for Party congresses at all levels; advise Party committees to thoroughly grasp and implement the Politburo's Directive on Party congresses at all levels, towards the 13th National Party Congress. In particular, it is necessary to concretize Directive 35 in accordance with each locality, together removing obstacles and difficulties.

Actively and proactively prepare Party committee personnel to ensure the success of Party congresses at all levels. In particular, focus on the quality of the staff, introduce and discover new factors with virtue, talent, prestige and prospects; harmoniously and reasonably handle the relationship between standards and structure, in which standards are the main thing, not lowering standards for the sake of structure; closely combine improving the quality of Party committees with ensuring the structure of three age groups, the proportion of young cadres, female cadres and cadres from ethnic minorities.

The Party Committee's personnel plan must be closely linked with the work of preparing personnel for state agencies at all levels for the 2021-2026 term and personnel for the leadership of the National Assembly delegation of the province and city. Review, supplement, complete, and improve the quality of the Party Committee's planning as a basis for developing personnel plans to meet new political requirements and tasks. Harmoniously combine on-site personnel preparation with rotation, transfer, and assignment of cadres.

The Head of the Central Organization Committee also requested the Organization sector to continue to effectively implement the Central Resolutions on Party building and organization work, focusing on Central Resolutions 6 and 7; promote decentralization associated with strengthening inspection, supervision and control of power; and actively implement the project on job positions throughout the political system.
