Nghe An: There is a phenomenon of doctors examining and treating patients outside their professional scope.
(Baonghean.vn) - In the two years 2015-2017, Nghe An province inspected many private medical establishments in the area, discovering 910 violations, including some establishments and doctors who examined and treated patients outside their professional scope. The interdisciplinary teams also imposed administrative fines of more than 1.3 billion VND.

Nghe An currently has 2,131 non-public medical and pharmaceutical establishments. Of which: 293 establishments practice medical examination and treatment (10 hospitals, 21 general clinics, specialized clinics and other types: 262 establishments); 42 traditional medicine clinics; 1,796 pharmaceutical establishments (72 companies and branches, 204 pharmacies, 494 drug stores and 1,026 drug agents)... As of early July 2017, Nghe An still has 386 unlicensed non-public medical and pharmaceutical establishments. |
Specifically: The health sector conducted 3 surprise inspections of 9 establishments, discovered 8 establishments in violation, and imposed administrative fines of 58 million VND; the province's interdisciplinary teams inspected 40 establishments, discovered 14 establishments in violation, and imposed administrative fines of 166.5 million VND; the industry and trade sector inspected 916 establishments, discovered 590 establishments in violation, and imposed fines of 646.275 million VND; 21 districts, cities, and towns inspected 1,506 establishments, discovered 298 establishments in violation, suspended 10 establishments, and imposed fines of 450.3 million VND.

Main violations: Practice activities do not ensure adequate medical equipment, tools and emergency medicine; patient records for medical examination and treatment are missing; signs do not match the content specified in the medical examination and treatment license; some facilities have professional managers absent when the facility opens for business; lack of practice license as prescribed.

Violations by private hospitals include the failure to replenish the medical staff in a timely and adequate manner as required; some doctors examining and treating patients outside the scope of their expertise stated in their practice certificates. Violations by pharmaceutical businesses include failure to keep a logbook for drug purchases and sales; failure to comply with regulations on drug storage conditions; and incomplete listing of drug prices.
In the most recent inspection, the Department of Health inspected 02 drugstores and 01 pharmacy of the pharmaceutical branch in Do Luong district and found all 03 had violations; inspected 02 dental clinics Ngoc Thang and Phu Xuan Loc and found both did not have operating licenses.
In April 2017, the interdisciplinary inspection team of Vinh City People's Committee inspected 4 medical facilities in Hung Binh Ward. As a result, the team drew up administrative violation records and requested the immediate closure of 4 facilities. They are: Tien Dung Pharmacy, address 36 Nguyen Duc Canh Street, without an operating license; Dr. Duc Nang's maxillofacial clinic, address 4, lane 4, Doc Thiet Street, without an operating license; Ms. Nguyen Thi Hien's medical service facility, address 2, lane 1, Kim Dong Street, without an operating license, without anti-shock equipment./.
