(Baonghean.vn) - After reviewing, Nghe An discovered that there are 6 departments and branches with more deputy heads than prescribed, put them under consideration and expected to be completed in 2018. This is the information stated at the working session of the provincial leaders with the Department of Home Affairs.

On the morning of August 14, comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a working session with the Department of Home Affairs to hear about the results of the implementation of tasks in the past time and the directions and tasks in the coming time. Also attending were comrades of the Standing Committee of the Provincial Party Committee: Nguyen Huu Lam - Head of the Provincial Party Committee's Organization Committee, Cao Thi Hien - Permanent Vice Chairman of the Provincial People's Council, Le Xuan Dai - Permanent Vice Chairman of the Provincial People's Committee; representatives of leaders of provincial departments, branches and sectors.

Departments with a number of deputies exceeding the regulations will be dealt with.

Reporting on the results of the implementation of Home Affairs work in the first 8 months of the year, comrade Dau Van Thanh - Director of the Department of Home Affairs affirmed that the unit has completed well the regular and ad hoc tasks assigned.

For example, regarding the organization and staffing, the Department has advised the Provincial People's Committee to establish 2 new units; merge, consolidate, and reorganize 32 units; regulate the functions, tasks, powers, organizational structure, apparatus, and staffing of 18 units; appraise plans and decide to grant autonomy to 10 public service units; and approve job position projects for 38 agencies and units.

“There are still some units that have not submitted the Job Position Project such as the Department of Transport, Department of Construction, Department of Natural Resources and Environment, Department of Culture and Sports, Department of Tourism, 6 colleges and universities in the province except for Vietnam-Germany College,…”, the Director of the Department of Home Affairs pointed out.

Also presenting this content, comrade Le Sy Phuong - Head of the Organization - Personnel and Non-Governmental Organizations Department said that after reviewing, Nghe An discovered that there were 6 departments and branches with the number of deputies exceeding the regulations, and all these cases have been put under consideration and are expected to be completed in 2018.

In the first 6 months of the year, the Department of Home Affairs advised the Provincial People's Committee to resolve the streamlining of staff for 172 cases, with a total amount of 19,718 million VND. Of which, 11 administrative civil servants were streamlined, with a total amount of 1,255 million VND; 161 civil servants, with a total amount of 18,463 million VND.

In addition, the Department has continued to strengthen inspection and urge branches and districts to strictly implement the directives of the Provincial Party Committee and the Provincial People's Committee on rectifying the situation of labor contracts, teachers, employees and resolving redundancies in public service units. The recruitment of civil servants has been strictly implemented, the Department has advised on recruitment and received 36 civil servants at administrative agencies, sent 41 civil servants to take the exam to upgrade their ranks, and appointed 52 people to the main specialist rank.

Not afraid to "touch", create changes in administrative reform

Speaking at the working session, the Head of the Provincial Party Committee's Organization Committee requested the Department of Home Affairs to coordinate more closely with the Provincial Party Committee's Organization Committee in advising on the implementation of policies and resolutions. Regarding the issue of organizational structure, related to the policy of dissolution, merger, and establishment, comrade Nguyen Huu Lam said that the Department needs to discuss very carefully; not only advise in a single line, but must go through the collective Party Committee of the Provincial People's Committee before submitting to the Provincial Party Committee's Standing Committee. In addition, he also said that it is necessary to be determined to complete the goal of streamlining 10% of the total payroll according to the Central's regulations.

Standing Vice Chairwoman of the Provincial People's Council Cao Thi Hien acknowledged the efforts of the Department of Home Affairs in the past 8 months and made a number of proposals: requesting the Department to closely observe and supervise records at administrative boundary dispute points; strengthen coordination between the Department of Home Affairs and relevant sectors to lay the foundation for staff allocation; the Department needs to grasp the issues promised at the Provincial People's Council meetings, including previous meetings, review and resolve voters' recommendations; strengthen state management of associations;...

Regarding the field of administrative reform, comrade Cao Thi Hien shared: "This is the pressure of the industry, but we must try. We request that the Department in the quarterly report not combine or state in general terms, but need to evaluate clearly and specifically, not be afraid to "touch" to create changes in the whole province."

Agreeing with the recommendations raised at the working session, Standing Vice Chairman of the Provincial People's Committee Le Xuan Dai frankly pointed out the current situation of the assessment of the province's PAR index, which is "up and down" like a Sine graph, and worried about the lack of strong solutions to create a quality breakthrough in civil servant recruitment exams.

"It is necessary to determine whether the candidates are in the required job positions or not, and consider how to reform the professional exam to avoid creating "poor" questions that do not meet practical requirements," the Standing Vice Chairman of the Provincial People's Committee stated his opinion.

Comrade Le Xuan Dai also suggested that the Department of Home Affairs must step up inspection of administrative reform, thereby grasping existing shortcomings, promptly reporting to provincial leaders, providing information to the press, and the Party Committee of the provincial agencies to classify party agencies. "Units and localities are very worried about this issue, the Department of Home Affairs must know how to take advantage of its tools and powers, and do practical work to create more positive changes in administrative reform. In meetings, if we specifically name units that are slow in administrative reform, the quality of administrative reform will immediately change."

Things to do immediately

Concluding the working session, Chairman of the Provincial People's Committee Nguyen Xuan Duong highly appreciated the efforts of the Department of Home Affairs in the first 8 months of the year, and at the same time noted the shortcomings and limitations in the activities of the Department of Home Affairs:

“The quality of advice from the department's staff, especially department-level leaders and experts in some fields, is still limited, they are only interested in matters, and are not proactive in advising on key, long-term tasks such as perfecting the apparatus, managing the staff, civil servants, public employees, and administrative reform…”

"In particular, the development of the Project to streamline the payroll for the 2015-2021 period is still slow. The National Assembly's monitoring delegation also reminded Nghe An among 63 provinces and cities, requesting the Department of Home Affairs to pay attention," the Chairman of the Provincial People's Committee emphasized.

On that basis, the leaders of the Provincial People's Committee requested the Department of Home Affairs to strengthen coordination with the Provincial Party Committee's Organizing Committee in related work, focusing on key tasks in the coming time: continue to advise the Provincial People's Committee to innovate the apparatus in the direction of streamlining and efficiency; urge and inspect the implementation of the Job Position Project in the remaining 9 units; promote the rectification of the public service and civil servant regime; advise and direct strict handling of negative manifestations in personnel work and recruitment.

The Chairman of the Provincial People's Committee also paid special attention to 4 things that need to be done immediately. Firstly, every month at the Provincial People's Committee meeting, the Department of Home Affairs must report on administrative reform work, promptly remind and correct.

"Any department or sector that has done anything new or outstanding must be mentioned in the report. Any department or sector that has had any violations during the month must also be pointed out accurately and in detail to serve as a basis for correction," the Chairman of the Provincial People's Committee directed.

The second thing that needs to be done immediately, according to comrade Nguyen Xuan Duong, in the emulation and reward work, it is necessary to review the policies and regimes, focusing on resolving the backlog of files and regimes for meritorious people. Third, the Department of Home Affairs must have a clear stance and good methods to coordinate with other sectors in advising on mechanisms, policies, and contents related to the organization of the apparatus. Fourth, in the immediate future, the Department needs to proactively advise on resolving conflicts and disputes over administrative boundaries in localities.

Regarding the proposals raised at the working session, Chairman of the Provincial People's Committee Nguyen Xuan Duong affirmed that it is necessary to prioritize and create favorable conditions for the Department of Home Affairs - a unit that, if moving well, will strongly contribute to creating movement for the whole province.
