Nghe An: Regular police in communes - 3 problems

Security and order have clearly changed.
At the end of March 2018, Captain Dang Quang Ky - at that time holding the rank of Senior Lieutenant of the Movement Building Team and in charge of security and order in the commune, Nghi Loc District Police - was transferred to hold the position of Chief of Nghi Quang Commune Police. After working in the commune for 3 months, Captain Ky transferred his Party activities to the commune and was arranged to work at Tan Lap 1 Party Cell, a religious area Party cell.
With solid expertise, professionalism, and work experience, comrade Ky is recognized and highly appreciated by the Party Committee and the communal government in his advisory and leadership work to ensure security and order in the area. "The activities of the communal police are directly directed by the communal People's Committee, and related professional issues are directly directed by the district police," said Captain Ky. "Every Tuesday, I attend meetings at the district police to report information and receive instructions on implementing tasks."
“Currently, Captain Dang Quang Ky has been added to the Party Executive Committee of Nghi Quang commune. In the near future, the People's Council of the commune will meet to elect him as a member of the People's Committee of the commune.”

Previously, implementing the Central Resolution and the directive of the Provincial Party Committee Standing Committee, the Provincial Police Department directed the police of districts, cities, and towns to advise the District Party Committee and People's Committee of districts to proactively arrange regular police officers to take on the position of commune police officers.
By early April 2019, the province had arranged regular police in 88 communes and towns in 20 districts, cities and towns (except Cua Lo town which has no commune) with 272 comrades. Of which, the number of regular police who have taken up the position of commune police chief is 39 comrades, deputy commune police chief is 25 comrades and police officers is 208 comrades.
According to the assessment from the Provincial Police, the implementation process has received high consensus, support and consensus from the Party Committee, the government and all walks of life. The officers holding the position of commune police are carefully selected, have capacity and work experience, so they can promote their role and actively contribute to the work of ensuring security and order; the security and order situation in the areas where regular police have been deployed is guaranteed, with clear changes.

3 problems
However, the policy of arranging regular police to take on the position of commune police, because it has just been initially implemented, has 3 problems: Organizing Party and Youth Union activities; Solving work for commune police chiefs and deputy chiefs; Arranging workplaces and accommodation for regular police, especially in mountainous communes.
Regarding the first problem, the provincial police leader said: although they have been assigned to work in the commune, regular police are still arranging for Party activities at the movement building team of the district police. For example, in Nghi An commune, Vinh city, there are currently 5 regular police, of which 1 comrade is the Deputy Commune Police, the rest are police officers. The comrades are currently working at the Party Cell of the Movement Building Team and Management of Commune Police, Civil Protection, Vinh City Police.

This reality also leads to shortcomings, especially in places where the regular police have not yet been in charge. Although they are the force responsible for security and order in the area, in many important meetings and working sessions of the commune Party Committee, the regular police force is not a participant, or if they participate, they are only invited guests, and the guests do not have a decisive role because they are not yet Party members of the commune Party Committee.
Not to mention, in mountainous areas, transportation is difficult, so it is not convenient for regular police forces to go to the commune to participate in Party and Youth Union activities at the district police station.
"There needs to be a solution to arrange appropriate Party activities, for example, establishing a Party cell directly under the Party cell of the district police movement building team but operating in the commune; this will help both vertical Party organizations and grassroots Party committees to grasp information, be closer to grassroots Party committees, and at the same time create more favorable conditions for comrades."
At the recent online meeting between the Standing Committee of the Provincial Party Committee and the Standing Committee of the District, City, Town Party Committees and Party Committees, Colonel Ho Van Tu - Deputy Director of the Provincial Police Department requested the Provincial Party Committee to direct the issuance of regulations on Party and Youth Union activities for regular police officers assigned to hold the position of commune police officers.
Regarding this issue, at the conference, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation requested the Provincial Party Committee's Organizing Committee to study and soon issue regulations with the spirit of creating favorable conditions for the regular police force to work in the commune, at the same time this is also a reinforced force to improve the quality of activities for the grassroots political system.

Regarding the problem of solving the work for the chief and deputy chief of commune police after the arrangement of regular police officers, the Provincial Police is coordinating with departments, branches and sectors to advise the Provincial People's Committee to issue a Project on arranging regular police officers to take on the position of commune police officers in the province; thereby gradually removing difficulties and problems for district-level units. The Project, expected to be issued in May 2019, will set out specific goals, measures and roadmaps for implementation in the province.
"There needs to be a plan to arrange a workplace and accommodation for regular police officers to take on the position of commune police officers, and in the long term, it is expected to be used as a headquarters like the police stations in wards."
Regarding the arrangement of working places and accommodation for regular police officers to take up the position of commune police, it is expected that in the long term, it will be used as a headquarters like the police of wards, but in the immediate future, Colonel Ho Van Tu said there are 3 options: for communes that already have rooms for the commune police to work, they will be renovated; for communes that do not have rooms, they will check the headquarters of agencies, units, and schools in the area that are still available to borrow, and the provincial police will directly repair, renovate, and upgrade.
Communes that do not have the above two options will re-survey to see if there is land in the commune headquarters to build some offices.
