These are the prescribed revenues implemented at schools. Implementation must be in accordance with the revenue and expenditure guidelines issued by the Department of Education and Training.

The Department of Education and Training has just issued a document guiding the management of revenue and expenditure for the 2024-2025 school year at public educational institutions.

Accordingly, this year there are 3 revenue items according to regulations with specific collection levels. Accordingly, thetuitionimplemented according to the provisions of Resolution No. 02/2024/NQ-HDND dated April 22, 2024 of the Provincial People's Council stipulating tuition fees in public educational institutions, tuition support levels for private primary school students who are eligible for tuition exemption and reduction policies according to regulations under the management of Nghe An province from the 2023-2024 school year (hereinafter referred to as Resolution No. 02/2024/NQ-HDND).

In particular, the highest fee is for preschool level with 280,000 VND/month for wards in Vinh city. The lowest fee is 35,000 VND for preschool students in mountainous communes in plain districts; communes and towns in high mountainous districts, communes in low mountainous districts, and areas with especially difficult economic conditions.

According to regulations, tuition fees are collected monthly; if students volunteer, the school can collect them once for the whole semester; for preschool and general education institutions, tuition fees are collected for a maximum of 9 months/year. Schools are allowed to allocate 40% to implement salary reform and 60% to spend on educational activities in the school.

For students with permanent residence within Nghe An province, tuition fees will be collected according to the tuition fee level of that region.

For students with permanent residence outside the province, temporary residence in Nghe An province, students with temporary residence in a region will be charged tuition fees according to the collection level of that region.

The remaining two revenues according to the regulations are:health insurance and bicycle parking feeThe highest parking fee is 22,000 VND/month for motorbikes and 2-wheeled motorbikes in Vinh city area.

In addition to the above revenues, schools collect service revenues to support the school's educational activities. These revenues are used to pay for: Teaching 2 sessions/day or extra teaching, extra learning at junior high school, high school, supplementary high school and high school piloting high-quality key schools; Organizing boarding in public educational institutions; Caring for and nurturing children in public educational institutions on holidays and summer days; Enhanced educational programs and activities; Student services.

According to the Department's instructions, the implementation must be carried out according to the following principles: At the beginning of the school year, based on the needs of students and with the consent of parents, the actual situation at the school (conditions of facilities, teaching equipment, capacity and number of teachers, staff, etc.), the school develops an educational plan, including the content of services to serve and support the school's educational activities, organizes widespread announcements on the school's website, bulletin board, electronic information portal... so that students and parents know how to register to participate.

On that basis, build revenue and expenditure estimates for services to ensure the principle of sufficient revenue to cover expenditure, not for commercial purposes, and in accordance with the economic conditions of local people.

+ Enhancement programs include:Strengthening teaching, enhancing IT teaching program, developing subject-specific competencies, Math and Science teaching program in English; STEM education program...; Soft skills education program, life skills education; Sports talent development program (swimming, soccer, basketball, table tennis, badminton,...), artistic talent development (music, fine arts...). Maximum fee is 25,000 VND/student/teaching period.

Collection levelto carry out intensive foreign language teaching(no more than 20 students/class). In which, if the teacher is Vietnamese, the maximum fee is 40,000 VND/student/lesson; If the teacher is a foreigner, the maximum fee is 50,000 VND/student/lesson; If the teacher is a native speaker, the maximum fee is 60,000 VND/student/lesson.

+Student service fees:Badges, student cards: Maximum fee of 15,000 VND/student/school year; Electronic contact books, smart attendance cards (integrated with electronic grade books and electronic transcripts): Maximum fee of 100,000 VND/student/school year; Electronic child tracking books (for preschool children), maximum fee of 40,000 VND/student/school year; Photocopying periodic test papers: maximum fee of 60,000 VND/student/school year; Organizing mock exams for final year students: maximum fee of 50,000 VND/student/exam subject.
