(Baonghean.vn) - The Department of Education and Training has just issued a document to guide the implementation of revenue and expenditure at educational institutions in Nghe An province for the 2017-2018 school year.

Accordingly, in the 2017-2018 school year, there are 3 collections implemented according to regulations, which are tuition fees, parking fees for high school students and student health insurance fees.

In addition, there are two revenues under “voluntary contributions”, which are socialized education contributions and operating expenses of the Parents’ Representative Board. However, the mobilization and receipt of contributions must thoroughly follow the principle of voluntariness and be used for the right purpose.

In addition to the above revenues, schools can also implement "agreed contributions", which are fees for extra teaching, extra learning, fees for teaching 2 sessions/day, boarding at primary schools, organizing childcare and nurturing on holidays in public kindergartens, organizing boarding at public kindergartens and fees for drinking water for students and general vocational education activities, life skills education activities, and extracurricular educational activities.

Regarding the operating costs of school organizations and unions, including: Red Cross fund, union fund, and team fund.

To rectify the situation of overcharging in educational institutions, the Department of Education requires units to strictly implement the official dispatch of the Department and the Ministry of Education and Training. Voluntary and agreed-upon fees must not be collected without the consent of parents. Fees that are contrary to the instructions in the document must not be collected and disciplinary action must be taken against groups and individuals who violate the regulations.

During the implementation process, localities shall publicly announce the contact addresses (phone numbers, email addresses, and receiving addresses) of district-level state inspection agencies, Department of Education and Training inspectorates, and other competent authorities so that learners, parents, and people can promptly report any cases of forced contribution of revenue.
