Nghe An has transferred 14 files to the provincial police to investigate social insurance debt.
(Baonghean.vn) - On the afternoon of January 11, the Delegation to supervise the management and use of social insurance and health insurance funds and the reform of administrative procedures and the implementation of public duties, led by Senior Lieutenant General Nguyen Van Thanh - Member of the Party Central Committee - Deputy Minister of Public Security - Member of the Management Council of Vietnam Social Security, worked with Nghe An province.

Attending and working with the delegation were comrades Nguyen Dac Vinh - Member of the Party Central Committee - Secretary of the Provincial Party Committee - Head of the Provincial National Assembly Delegation; Thai Thanh Quy - Alternate Member of the Party Central Committee - Deputy Secretary of the Provincial Party Committee - Chairman of the Provincial People's Committee and representatives of relevant departments and branches.
By the end of 2018, Nghe An province had 2,809,906 people participating in social insurance, health insurance, and unemployment insurance, an increase of 7.7% over the same period, reaching 100.5% of the estimate. Total revenue from social insurance, health insurance, and unemployment insurance was VND 5,691.7 billion, an increase of VND 478.8 billion (9.2%) over the same period, reaching 100.9% of the estimate.
However, currently, businesses in the province are also owing 115.64 billion VND in social insurance, health insurance, and unemployment insurance. Of these, 860 businesses are owing for 1 month or more with 11,637 employees.
Urging social insurance collection is difficult because many businesses frequently change their working locations. Some businesses are losing money, their owners have fled or gone bankrupt, dissolved...

Regarding the use of the health insurance fund, in 2018, the rate of health insurance fund use was 154%, with a deficit of VND 1,236 billion. Currently, there are still more than VND 200 billion in unpaid expenses due to improper payment under the health insurance regime.
Nghe An's 2018 medical examination and treatment expenditure increase compared to 2017 was 6.57%, ranking 56th nationwide. The average outpatient expenditure is close to the national average; the average inpatient expenditure is below the national average.

At the meeting, delegates also shared the difficulties and shortcomings in implementing social insurance, health insurance and unemployment insurance. Regarding the issue of health insurance fund deficit, speaking at the meeting, Secretary of the Provincial Party Committee Nguyen Dac Vinh affirmed: In recent years, the province has regularly urged the social insurance agency to control the spending level and minimize the deficit. At the same time, the Provincial Party Committee Standing Committee has also directed the relevant agencies to take action and establish a delegation to monitor the implementation of health insurance policies and laws in the province.
Therefore, from 2016 to now, the overspending situation in Nghe An province has occurred but has not increased and is trying to at least limit the overspending situation in the coming years... Currently, the provincial Social Insurance is also sending to the police agency to investigate and handle 14 units with long-term social insurance debts.

Concluding the meeting, Senior Lieutenant General Nguyen Van Thanh - Member of the Party Central Committee - Deputy Minister of Public Security acknowledged Nghe An's efforts in recent times. However, he also requested the province to pay attention to issues such as debt collection of social insurance, health insurance, and unemployment insurance.
Regarding the budget deficit, he noted that the province needs to pay attention to the imbalance between the contribution level and the expenditure level, especially in the group covered by the Social Insurance Fund, the group covered by the State Budget, and the group participating by households.
In addition, he also requested the province to strengthen supervision, avoid abuse of medical services and improve the management responsibility of hospital directors. In case violations cannot be resolved, criminal proceedings can be taken.

At the end of the working session, Chairman of the Provincial People's Committee Thai Thanh Quy thanked the delegation for their comments. From there, the province will better understand the shortcomings and what needs to be done in the coming time. The province will also seriously absorb and strengthen leadership, management and require all authorities to participate so that the implementation of social insurance and health insurance policies in the province is effective and in line with the set goals.
