Nghe An ensures safe water supply, prevents water loss and revenue loss from clean water.
(Baonghean.vn) - The People's Committee of Nghe An province has just issued Decision 1064/QD-UBND promulgating the Regulations on the operation of the Steering Committee for safe water supply, prevention of water loss and revenue loss in the province. Accordingly, after consolidating and supplementing the Steering Committee, the Provincial People's Committee will specify the requirements and tasks.
Specifically, the Provincial Steering Committee has the following main tasks:

+Functions and responsibilities:The Steering Committee assists the Provincial People's Committee in directing, guiding, supervising, inspecting, and urging activities related to ensuring safe water supply and preventing water loss and revenue loss in the province. The Steering Committee and its supporting team, along with relevant units, perform their duties according to Article 2 of Decision 3840/QD-UBND; members of the Steering Committee operate on a part-time basis, participating in the activities of the Steering Committee and being accountable to the Head of the Committee when assigned. Members of the Steering Committee have the right to mobilize specialized departments and officials and employees of their respective agencies and organizations to carry out tasks when necessary.

+Responsibilities of the Head of the Steering CommitteeResponsible to the Chairman of the Provincial People's Committee for tasks related to ensuring water supply safety and preventing water loss and leakage in the area; directing and managing all activities of the Board in this regard.ensuring safe water supplyand to prevent water loss and revenue loss in the area. Authorize the Deputy Head of the Standing Committee, who is a leader of the Department of Construction, to handle matters within his/her authority.
+Responsibilities of the Deputy Heads of the Steering CommitteeIn addition to assisting or acting on behalf of the Head of the Steering Committee in handling regular tasks as assigned and authorized, the Deputy Head of the Steering Committee is the permanent agency directly supervising the Department of Construction in implementing the following: organizing the preparation of the budget for the operation of the Steering Committee and the Support Team; submitting it to the Department of Finance for appraisal and presentation to the Provincial People's Committee for decision on the allocation of operating funds as prescribed; directing and guiding the People's Committees of districts to coordinate with urban water supply units to implement safe water supply and prevent water loss; presiding over and coordinating with departments and agencies to promote investment in urban water supply projects in the area; organizing the review and advising on adjustments and additions to the planning of the urban clean water supply network; organizing inspections, monitoring, and evaluation of the quality, progress, and effectiveness of the implementation of the plan, ensuring safe water supply and preventing water loss and revenue loss of water supply units in urban and rural areas.

The Deputy Heads of the Steering Committee, under the Departments and sectors of Agriculture, Health, and Natural Resources and Environment, are responsible for researching, developing, and guiding preferential policies and mechanisms to encourage water resource conservation in safe water supply activities, according to their assigned state management functions.
+ Responsibilities of departments and agencies include:The Planning and Investment Department, the Finance Department, the Provincial Police Department, the Science and Technology Department, and the Center for Disease Control are members, and according to their assigned functions, they are responsible for leading the development or coordinating the implementation of solutions to achieve the set objectives, such as:
Based on the availability of funds, advise on the allocation of capital for projects in the safe water supply sector; coordinate with the Provincial Investment, Trade and Tourism Promotion Center.Calling for and attracting investment projectsinto this field; developing indicators and data for warning, monitoring, and controlling the quality of clean water sources at water supply units; strengthening cooperation and exchanging experiences in the water supply sector regarding science and technology, smart management, water resource protection, and integrating climate change with water supply units.

+Responsibilities of the District People's CommitteeThe organization shall develop a plan for safe water supply, preventing water loss and revenue loss within its jurisdiction; supervise the implementation of the safe water supply plan within its management area; coordinate with relevant agencies in conducting periodic and unscheduled inspections of the implementation of regulations on ensuring safe water supply; and coordinate with clean water supply units and relevant agencies to determine the boundaries and scope of the sanitary protection zone for domestic water intake areas on the ground after approval.
Sign water supply service agreements with units in the area; coordinate with the People's Committees of communes to organize the development of water supply plans and propose measures to protect water source quality in the area for consideration and decision by competent authorities.
Finally, this Regulation also assigns responsibility to the legal representatives of water supply units in implementing the signed agreement with the locality; developing a safe water supply plan; regularly inspecting, evaluating, and reporting on the results of implementation; coordinating with relevant units to assess the impact on water quality; proposing solutions and recommendations to the water supply system management agency in the area; and promptly reporting the water quality situation to the Steering Committee for consideration and resolution in accordance with regulations.
