Nghe An ensures payment for greenhouse gas emission reductions.
On November 11th, the Nghe An Forest Protection and Development Fund held a meeting to discuss the implementation of the Emission Reduction Payment Agreement (ERPA) for the North Central region in Nghe An province.
Attending the event were representatives from the leadership of the Nghe An Provincial Forest Protection and Development Fund Management Council; the Department of Agriculture and Rural Development; the Fund's Supervisory Board and the Forest Protection Sub-Department; the Forestry Planning Survey Team; and representatives from forest owners (organizations) and Forest Protection Units.

Following the direction of the Nghe An Provincial People's Committee, the Department of Agriculture and Rural Development, the Forest Protection and Development Fund, and other specialized agencies have advised the Provincial People's Committee to issue: the Plan for implementing the ERPA (Reduce, Pay, and Act) for Greenhouse Gas Emission Reduction in the North Central Region of Nghe An Province; the overall financial plan, regulations on forest protection contract rates, payment frequency, and ERPA payment schedule; approval of the financial plan for forest owners who are organizations; and documents urging and directing agencies and localities to implement assigned tasks in the ERPA in the province.
To date, the Forest Protection and Development Fund has disbursed funds to 14 forest owners (organizations) and 4 commune People's Committees, totaling 62,890 million VND.

To effectively implement the financial plan for revenue from ERPA in 2024, all levels and sectors have actively intervened and provided decisive direction to resolve difficulties and obstacles. The Forest Protection and Development Fund has proactively and actively advised on related contents and activities to accelerate the disbursement process.

During the meeting, representatives from the Forest Protection and Development Fund discussed and answered related questions, and also proposed solutions for the future, focusing on: land area review and payment process.Submit to the Provincial People's Committee for adjustment of the beneficiary list as requested by the People's Committees of the districts. Organize payment to forest owners who are households, communities, villages, and hamlets through bank accounts. Continue to organize conferences to disseminate and implement ERPA...

In particular, the content relates to some recommendations of the World Bank (WB) working group, namely that Nghe An should implement, guide, inspect, and monitor the implementation of measures to ensure environmental and social safety for activities supported by ERPA funding, and recommend measures to minimize risks and accidents during implementation (livelihood support activities, forestry projects, projects implemented with ERPA funding by forest owners who are organizations, etc.).
