Lieutenant Colonel Nguyen Van Hoa - Deputy Head of the Police Team investigating crimes related to social order, (Vinh City Police) said that the initial investigation results of the case are as follows: At about 7:30 a.m. on July 9, due to a personal conflict while building a house at the house of Mr. Manh Xuan Huong, Nghi Phu Commune (Vinh City), Le Van Hong (born in 1965, residing in Hamlet 7, Nghi Van Commune, Nghi Loc District used a crowbar to stab Nguyen Ngoc Hoa (born in 1966, also residing in Nghi Van) in the left side.

As a result, Nguyen Ngoc Hoa died on the spot. After committing the crime, Hong left the scene.

Immediately after the incident, the criminal investigation team (Vinh City Police) coordinated with the PC45 Department of the Provincial Police and related professional units to organize a crime scene investigation, autopsy, and establish an initial file to arrest the suspect.

On one hand, the city police working group led by Lieutenant Colonel Nguyen Van Hoa (police team investigating crimes related to social order) and 5 other comrades directly mobilized and called on relatives to mobilize the subject to surrender.

At 10am on July 9, more than 2 hours after committing the crime, Hong turned himself in. At the investigation agency, Le Van Hong Khai admitted all his crimes.

Investigators said that Hong confessed that he, the construction workers, and the victim Nguyen Ngoc Hoa were friends.

On the morning of July 9, because Mr. Hong was late for construction, when he arrived at work, Mr. Hoa said, "If you're late, go home immediately." Angry at this harsh remark, Hong grabbed a 60cm long crowbar and hit Mr. Hoa. The crowbar hit the victim's left rib, causing him to die on the spot.

Lieutenant Colonel Nguyen Huu Cuong (Deputy Chief of City Police) said he is completing the case file and transferring it to the provincial police's PC45 department.
