Nghe An: 'Effective mass mobilization' to eliminate the mentality of waiting and relying on others.
Ethnic minorities account for nearly 15% of the province's total population. Besides challenging natural and socio-economic conditions, the mindset of dependence and reliance on others is also a major obstacle in the progress of ethnic minority communities.

Luong Minh commune is located about 12 km from Tuong Duong district town. Here, 100% of the population are ethnic Thai and Khmu people. The biggest limitations among them are their low level of awareness and thinking about economic development, and their backward way of life.
In particular, the mentality of waiting and relying on state policies still persists among many officials, party members, and the people. This hinders the will and aspirations of the people to improve their lives, resulting in the poverty rate in the commune remaining over 55%.
Based on that experience, from 2023 to the present, the Mass Mobilization Department of the Tuong Duong District Party Committee has directed Luong Minh commune to focus on implementing the "Effective Mass Mobilization" model to eliminate the mentality of waiting and relying on others among cadres and the people. Comrade Vi Hong Duong – Secretary of the Luong Minh Commune Party Committee – said: “Effective mass mobilization” is about changing the approach to the people. Besides holding public meetings, commune and village officials have increased their presence in the area, closely engaging with each individual to “explain things to the people,” while also leveraging influential people to disseminate information and persuade the people; using households with better economic conditions and awareness as role models for others to follow. And when the people understand the good and beneficial aspects, everything becomes much easier.
In conjunction with this, the Party Committee of Luong Minh commune assigned specific responsibilities to each Party committee member to select and direct a "skillful mass mobilization" model suitable for their assigned area. As a result, many "skillful mass mobilization" models have emerged in production, such as: raising black pigs (with over 40 households); cage fish farming (90 households); growing bon bo trees; raising fish in paddy fields; high-yield cassava cultivation on hillside fields; raising bamboo rats; and some households have consciously developed and are forming family farm models.
What is special about Luong Minh commune is that it is gradually overcoming the mentality of waiting and relying on others among the people. The people have consciously contributed money and labor to build concrete roads throughout the villages, totaling 13 routes. In the villages, a movement has also been established to mobilize the people to dig and build 5 roads leading to production areas in La, Dua, Coi, Cham Puong, and Ca Moong villages. The people of Luong Minh commune have also contributed to building boarding houses for primary school students in Minh Tien village and constructing shelters for the primary and kindergarten school with a total of nearly 220 million VND; repairing the water supply system in Ca Moong and Xop Chao villages; and expanding the area of paddy fields in Minh Thanh village…
Mr. Cụt Văn Vinh, head of Côi village in Lượng Minh commune, said: "The roads in the village are now all made of concrete. When it rains, our feet no longer get muddy. People going to the forest or fields no longer have to sleep in makeshift shelters for 5-7 days before returning home, because now the roads are built by the villagers themselves. Instead of walking as before, motorbikes can now go all the way to the fields and return home in a single day. The people are happy and have faith in the policies of the Party and the State. These are suggestions to open up the mindset of the people in order to achieve the goals of completing the new rural development standards."
Along with the successful "people mobilization" models in Luong Minh commune, in recent times, all levels and sectors in Tuong Duong district have focused on building "people mobilization" models in all fields. According to Comrade Luong Ba Vin, Head of the People Mobilization Committee of the District Party Committee and Chairman of the Fatherland Front Committee of Tuong Duong district, the most focused area is "people mobilization" aimed at changing the mindset, awareness, and outdated customs in production, daily life, and living conditions of the people.
Accordingly, many new economic models have been implemented, such as commercial goat farming; commercial bamboo cultivation; enclosure, protection, and replanting of bitter bamboo shoots; fattening cattle; and raising black pigs and local chickens.
In the socio-cultural field, focus on effective mass mobilization to preserve and promote national cultural identity; eliminate outdated customs; and prevent and combat child marriage and consanguineous marriage.
In the field of security and defense, with a focus on "effective mass mobilization" to maintain and ensure border security; building drug-free communities, villages, and towns.
Towards the goal of sustainable development
In Que Phong district, where over 90% of the population are ethnic minorities, the "effective mass mobilization" work is carried out according to the motto: Linking propaganda with practical actions to demonstrate to everyone that "real people, real work," even in difficult situations, can be achieved if they start working, persevere, and are determined, spreading many positive things for the purpose of improving and enhancing the lives of the people themselves.
"By doing so, the entire district builds 150-170 'effective mass mobilization' models each year in the fields of socio-economic development, national defense and security, and political system building," shared Comrade Nguyen Minh Hoat, Deputy Head of the Mass Mobilization Department of the Que Phong District Party Committee.
A notable example in Que Phong district is the taro cultivation model in Pieng Lang village, Nam Giai commune. Starting with just 2 hectares of taro, it has now spread to several other villages in the area, covering a total of over 5 hectares. Another example is the model of reforming outdated living habits combined with improving neglected gardens in Pieng Lang village, which has contributed to changing the awareness and actions of the local people.
Previously, only 13 households in Piêng Lâng village had makeshift toilets, but now 100% of households have built solid septic toilets connected to bathrooms; dozens of households have renovated their neglected gardens to plant jackfruit, pomelo, longan... and nutritious vegetable gardens. Also in Piêng Lâng village, the model of conserving and developing aquatic resources in streams and creeks has spread to all 5 villages of Nậm Giải commune, covering a total length of 37 km of streams and creeks.
Comrade Luong Thi Hue, Deputy Secretary of the Party Committee of Nam Giai commune, shared: "Through direct guidance and collaboration with the people by the District Party Committee's Mass Mobilization Department and several district-level agencies, sectors, and organizations, we have created several effective 'skillful mass mobilization' models, changing the awareness and actions of the people. In addition, the local Party committee and government have also changed their methods and approaches in directing, propagating, mobilizing, and building 'skillful mass mobilization' models."
Thanks to this, from 2021 to the present, Nam Giai commune has effectively directed the implementation of "skillful mass mobilization" models in nearly 30 households. Typical examples include the model of building model gardens linked to poverty alleviation, implemented by 17 households; the model of raising chickens, resulting in the formation of 16 local chicken farms; and 15 households raising black pigs on a scale of dozens of pigs per litter. Through these "skillful mass mobilization" models, the lives of the people have been improved, creating significant socio-economic changes in the locality.
Along with focusing on investing in building effective "people mobilization" models in Nam Giai commune, in recent times, the People Mobilization Committee of Que Phong District Party Committee has also implemented a number of "effective people mobilization" models through direct propaganda, mobilization, financial support from the budget, social contributions, and working alongside the people.
In economic development, there are models such as: mulberry cultivation, silkworm rearing, and weaving in Cam Muon commune (currently, the people have produced silk and woven fabrics, and also sell silkworm pupae); black pig farming in Dong Van commune; raising Muscovy ducks and black pigs in Quang Phong commune (some households that received support to implement the model have donated breeding stock to other poor households); spotted deer farming in Nam Giai commune; cage fish farming on the hydroelectric reservoir; and models such as: cinnamon cultivation, bon bo tree cultivation, upland melon cultivation, taro cultivation, Japonica rice cultivation, sticky rice cultivation, black pig farming, native free-range chicken farming, yellow flower tea cultivation, and Mong peach tree cultivation.
In infrastructure development, there is a model: installing streetlights along flagpoles in Khun Na village in 2023. To date, this model has spread to all 6 villages in Dong Van commune, which now have flagpoles and streetlights…
Ethnic minorities account for nearly 15% of the province's total population. Their lives are still fraught with difficulties and hardships, negatively impacting the overall development of the region. This reality places a responsibility and concern on the entire political system, from the provincial to the grassroots level, to innovate in mobilization and propaganda work. This includes applying new approaches and models of effective mass mobilization to create positive change and build a better life for the people.
To continue creating change, it is essential that all levels, sectors, and mountainous and ethnic minority localities continue to effectively promote mass mobilization work. This should be recognized as an important, regular, and continuous task, linked to each specific target and task of each locality, thereby contributing to the effective implementation of the Party and State's goals on poverty eradication, income improvement, and building a clean and strong political system.
