(Baonghean.vn) - In the year-end review, each party member self-checks and identifies 27 manifestations according to 5 levels: No manifestation; manifestations but not clear; manifestations but not often or frequent manifestations; serious violations; very serious violations.

This is one of the important contents clearly stated by the Standing Committee of Nghe An Provincial Party Committee in Plan No. 215-KH/TU dated October 28, 2019 on reviewing collectives and individuals and annually evaluating, classifying and rewarding party organizations, party members, collectives and individuals of leaders and managers at all levels.

Contact specifically with assigned responsibilities

First of all, according to the Provincial Party Standing Committee, party members need to review the following aspects:

On political ideology, moral qualities, lifestyle, sense of organization and discipline, working style and manners.

+ Political ideology: Loyal to Marxism-Leninism, Ho Chi Minh thought and the Party's renovation policy; comply with, propagate and mobilize families and people to implement the Party's policies and guidelines, the State's policies and laws; study resolutions and directives, participate in political activities to improve political capacity and revolutionary outlook on life.

+ Moral qualities and lifestyle: Results of studying and following Ho Chi Minh's ideology, morality and style; maintaining morality and lifestyle, promoting the pioneering and exemplary nature of party members and close relations with the people; the spirit of openness, listening, accepting, correcting shortcomings and fighting against manifestations of bureaucracy, corruption, waste, negativity, pragmatic lifestyle, saying does not match doing; awareness of building localities, agencies, units and maintaining internal solidarity.

+ Sense of organization and discipline: Complying with the organization's assignments; implementing regulations on what party members are not allowed to do and the rules and regulations of the locality, agency, and unit; principles, party activities and paying party fees according to regulations; exemplary responsibility of party members; exemplary performance of civic duties and regularly maintaining contact with the branch and grassroots party committee of the place of residence.

+ Working style and manners: Dynamic, creative, determined in performing tasks; scientific, democratic, principled working methods; spirit of cooperation, helping comrades and colleagues.

+ Linking 27 manifestations of political ideology, morality, lifestyle degradation, "self-evolution", "self-transformation" within the Party suitable for each Party member (civil servants, public employees, armed forces, farmers, workers, leaders, managers, retired Party members not participating in local work):

The Provincial Party Standing Committee requested each party member to compare and identify 27 manifestations according to 5 levels: No manifestation; manifestations but not clear; manifestations but not often or frequent manifestations; serious violations; very serious violations. Compare with each identified manifestation to propose remedial and preventive measures in the coming time.

Note that in self-criticism, if an individual admits to having limitations and shortcomings, it must be considered as possible signs of degradation at corresponding levels. When reviewing, party members need to specifically relate to the assigned responsibilities and tasks.

For party members who are cadres, civil servants, public employees and others receiving salaries from the state budget: When reviewing, it is necessary to clarify in depth the volume, quality, progress, and effectiveness of assigned tasks; the spirit of innovation, creativity, and self-responsibility; awareness and attitude of serving the people.

For party members who are workers, farmers, laborers, and students: When reviewing, it is necessary to clarify the content of implementing emulation movements to study, work well, be creative, be aware of overcoming difficulties, not rely on others, etc.

For retired party members who do not participate in local work: It is necessary to deeply review their exemplary compliance with the law, compliance with party activities and payment of party fees, performance of civic duties at the place of residence, and speech discipline, etc.

Based on self-assessment and identification by party members, the party cell organizes a review: For cases with frequent, serious, or very serious violations, depending on the content, nature, and level of the violation, it must be considered for handling or proposed to superiors for consideration of handling by the party, government, or organization in appropriate forms; for cases with infrequent violations, it is necessary to review and learn from experience.

Party members also conduct inspections of the performance of duties and responsibilities:Implementation of party member duties, powers and responsibilities for work positions (party, government, mass organizations) according to regulations. Results of implementation of assigned targets and tasks in the year are quantified by specific products. Personal responsibility related to results, limitations, shortcomings in the field, locality, organization, agency, unit under one's responsibility.

In addition, party members review their implementation of their commitment to self-cultivation, training and striving every year.Results of overcoming limitations and shortcomings concluded or pointed out by competent authorities in the previous review. Issues suggested for review (if any).

Review the exemplary responsibility of leaders

For party members holding leadership and management positions: In addition to the above-mentioned party member review contents, it is also necessary to compare the title standards, evaluation criteria, and classification of cadres according to the regulations of relevant levels for review, including a thorough review of the following contents:

Results of leadership, management, operation, participation with the collective in leading and organizing the implementation of political tasks and organizational and personnel work of localities, agencies and units; coordination with the Party Committee and the collective leadership and management; impartial and objective attitude; gathering, solidarity and trust of cadres, party members and the masses.

Awareness of the fight against bureaucracy, corruption, waste, opportunism, and profiteering. Declaration of assets and income according to regulations; attention to the material and spiritual life of cadres, party members, and workers. Responsibility to set an example for leaders and managers, especially key cadres at all levels.

As for party members holding leadership and management positions as heads, in addition to the contents mentioned in the review, party members and party members holding leadership and management positions must also review and attach personal responsibility to the results of performing tasks of the collective, agency, and unit.

Regarding the subjects of individual review, it will include party members in the entire provincial Party Committee (except party members exempted from party work and activities, party members suspended from party activities). Party committee members suspended from party committee activities must still be reviewed.
