Nghe An is considering issuing a policy to support rotating leaders and managers at the provincial, district and commune levels.
(Baonghean.vn) - Officials in agencies, organizations, and public service units of the Party, State, and socio-political organizations at the provincial, district, and commune levels who are transferred by competent authorities according to regulations will be supported with policies on travel, official housing arrangement, housing rent, and living expenses.

Previously, the Provincial Party Standing Committee issued Regulation No. 21-QD/TU dated May 12, 2023 on cadre rotation, replacing Regulation No. 09-QD/TU dated September 20, 2021.
Accordingly, different from transfer, staff rotation is understood as the assignment or appointment of a leading or managerial cadre or civil servant to hold another leading or managerial position for a certain period of time to continue training, fostering and practicing according to the requirements of the task or the requirements of the planned position.
The scope of rotation is to send cadres from higher level to lower level, from lower level to higher level, from one locality to another; between agencies and organizations at the same level in the political system.
The subjects of rotation include: cadres planned for leadership and management positions at all levels; cadres rotated to implement the policy of arranging key leadership cadres at the district level who are not local people (local people are people whose hometown is in that locality (except for cases where their hometown is in that locality but 3 generations were born, raised and live in another locality) or people whose hometown is in another locality but 3 generations were born, raised and live in that locality) and cadres who do not hold the position of head for more than 2 consecutive terms in a locality, agency or unit, including: Party Committee Secretary, People's Committee Chairman and other positions according to regulations of the Party and State and other cases considered and decided by competent authorities.
The rotation period is at least 3 years (36 months) for each rotation. Special cases will be considered and decided by the competent authority. Rotated cadres will be assigned to different positions calculated from the time of the first rotation to hold the position.
Also in Regulation No. 21-QD/TU, the Provincial Party Committee Standing Committee assigned the Party Committee of the Provincial People's Committee to lead functional agencies to advise on the development and submit to competent authorities to promulgate regulations on specific, timely and appropriate support policies and regimes for transferred cadres and localities and units where the transferred cadres arrive.
Currently, Nghe An has no regulations on the regime for rotating cadres according to Regulation No. 65-QD/TW dated April 28, 2022 of the Politburo and Regulation No. 21-QD/TU dated May 12, 2023 of the Provincial Party Standing Committee.
Therefore, along with the rotation of cadres to build and create a source of immediate and long-term cadres for the province, the implementation of cadre rotation policies such as: support for accommodation arrangement, travel support, living expenses... is very necessary, to partly support the material difficulties when coming to a new unit or locality far from home, creating conditions for rotated cadres to feel secure in their work, strive to complete well the assigned political tasks; and contribute to building a cadre team of the province to meet the task level.
In practice, many localities have issued and implemented support policies for rotating leaders and managers such as: Binh Dinh, Quang Ngai, Vinh Long, Dak Lak, Ba Ria - Vung Tau, Dong Nai, etc.
Currently, the draft policy to support rotating leaders and managers in Nghe An province is being consulted by the Provincial People's Committee, and is being finalized to submit to the Provincial People's Council for consideration and issuance of a Resolution regulating support policies for rotating leaders and managers in Nghe An province.
