Nghe An: Investing 136 billion VND for communes and villages under Program 135

(Baonghean.vn) - In 2019, the development investment capital under Program 135/CP for Nghe An province was 135 billion 623 million VND. Accordingly, each village and hamlet 135 was invested 200 million VND; each commune 135 was invested an average of 998 million VND.

According to Official Dispatch No. 7446/BKHĐT-TH dated October 19, 2018 of the Ministry of Planning and Investment on the expected allocation of the state budget investment plan in 2019, the development investment capital for Program 135 in 2019 of Nghe An province is 135 billion 623 million VND (reaching 99.8% of the budget calculated according to the norm of 1 billion VND/commune and 200 million VND/village).

According to this data, the average capital level for communes and villages under Program 135 in 2019: For extremely difficult villages and villages, the average is 200 million VND/village; For extremely difficult communes, safe zone communes, and border communes, the average level is 998 million VND/commune.

Based on the proposal of the Ethnic Committee, the Department of Planning and Investment submitted to the Provincial People's Committee a detailed plan for allocating capital for Program 135 in 2019 as follows: the first phase of capital allocation is 130.4 billion VND; the next phase of capital allocation is 5.1 billion VND.

However, this amount of funding has not been allocated because the People's Committees of Tan Ky and Yen Thanh districts have not submitted sufficient documents for projects expected to start construction in 2019 as prescribed.

In recent years, from the investment capital of Program 135/CP, communes and villages under the 135 program have invested in building welfare works and supporting production, bringing high efficiency. The lives of ethnic minorities in this particularly difficult area have gradually improved.

According to Decision No. 900/QD-TTg dated June 20, 2017 of the Prime Minister and Decision No. 414/QD-UBDT dated July 11, 2017 of the Ethnic Committee, Nghe An province has 99 communes in region III, border communes, safe zone communes and 184 extremely disadvantaged villages and hamlets under Program 135.
