Nghe An promotes the development of raw material forests
(Baonghean.vn) - Nghe An Provincial Party Committee has just issued Directive No. 10-CT/TU dated October 5, 2021 of the Provincial Party Committee Standing Committee on promoting the development of high-quality intensive forest material areas associated with granting certificates of sustainable forest management and forest product processing industry for the period 2021 - 2025.
The Directive clearly states: In recent times, the management, protection, development, use of forests, processing and trading of forest products in the province have been paid attention to by Party committees, Party organizations and authorities, and have achieved many positive results. The policy of socializing forestry has been realized, contributing to creating jobs, increasing income, improving livelihoods for people, promoting the province's socio-economic development, responding to climate change, ensuring national defense and security. Managing and protecting the existing forest area well; on average, each year the whole province plants over 18,000 hectares of concentrated forests, bringing the total existing planted forest area to nearly 180,000 hectares by 2020; the total volume of planted forest wood reaches over 10.0 million m3.3Forest cover rate in 2020 reached 58.5%.
Wood processing industryand non-timber forest products are relatively developed, attracting many potential investors, the export turnover of wood and non-timber forest products has grown quite well, becoming an important export industry of the province. The development of planted forest material areas associated with processing factories is focused on. Mechanisms and policies on the development of raw material forests are gradually being perfected. Initially implementing the sustainable forest management plan associated with the issuance of sustainable forest management certificates to increase the added value of forest products, meeting the processing needs and export markets of forest products. In particular, Nghe An has been permitted by the Prime Minister to establishHigh-tech forestry zone in the North Central region, is one of the first three high-tech forestry zones in the country.
However, the management, protection, development and use of forests still have shortcomings and limitations and face many difficulties and challenges, especially the development of high-quality intensive forest plantation material areas associated with the certification of sustainable forest management and the development of the forest product processing industry. The results of concentrated forest planting are not uniform among regions in the province; productivity, quality and value of planted forests are still low; the area of planted forests certified for sustainable forest management is still small. The application of advanced and high technology is still limited, the linkage in the chain from forest planting to processing and consumption of products between forest growers and enterprises is still weak. The development of the forest product processing industry is not synchronous. The quality of human resources is not high, there is a lack of enterprises creating branded products that are competitive enough in the market.

The main reason for the above-mentioned shortcomings and limitations is that the awareness, consciousness and responsibility of some Party committees, Party organizations, authorities, cadres and Party members are not high, not sufficient and lack determination in leadership, direction, inspection and supervision of the development of high-quality intensive forest plantation material areas associated with the certification of sustainable forest management and forest product processing industry. A part of people and businesses, for immediate economic benefits, do not attach importance to sustainable development and brand building. Mechanisms and policies are not strong enough, investment resources have not been given due attention to encourage people, communities and economic sectors to participate in the development of high-quality intensive forest plantations.
In order to promote the achieved results, overcome the above-mentioned shortcomings and limitations, and at the same time encourage all economic sectors to participate in the development of high-quality intensive forest plantation material areas associated with the certification of sustainable forest management, and develop the forest products processing industry to contribute to the successful implementation of the Resolution of the 19th Provincial Party Congress, term 2020 - 2025, the Provincial Party Standing Committee requests Party committees at all levels, Party organizations, authorities, the Fatherland Front, socio-political organizations, and people's organizations to thoroughly grasp and strictly and effectively implement the following tasks and solutions:
1. Strengthen propaganda and education work, create strong changes in awareness, consciousness, and responsibility of cadres, party members, businesses, communities, households, and people towards forest protection and development; clearly see the great benefits inafforestation, forest protection, especially intensive afforestation, large-scale timber afforestation and sustainable forest management associated with forest product processing industry; strengthen supervision of people, communities, mass organizations and mass media agencies on forest management, protection and development.

2. Promote land allocation associated with forest allocation, boundary marking and issuance of land use right certificates; promptly review and evaluate the effectiveness of raw material development areas of existing forest planting projects, orient the sustainable development of intensive forest planting areas to integrate into provincial planning and national forestry planning according to the provisions of law. Resolutely terminate projects with ineffective raw material areas, slow-to-implement projects that waste forestry land resources, and hinder other potential investors from investing in intensive raw material planting development in the province.
3. Promote the planting of large timber forests associated with the implementation of sustainable forest management and the supply of wood materials with sustainable forest management certificates according to market requirements; research and apply science and technology to the production of raw materials from selecting, creating varieties, controlling, and ensuring the quality of varieties for forest planting; create stable raw material areas to meet the demand for raw materials for the wood processing industry and non-timber forest products serving the market in and outside the province.

4. Focus on developing and replicating value chain linkage models between forest growers and forest product processing enterprises; research intensive forest planting models combined with medicinal plant planting under forest canopy and ecotourism to improve land use efficiency; pay attention to training human resources, especially quality human resources to serve the forest planting and forest product processing sectors. Review and perfect the system of mechanisms and policies associated with the goal of developing high-quality intensive forest plantations to support the development of forestry production. Encourage forest growers to implement agricultural insurance to reduce risks.
5. Promote investment attraction of enterprises applying advanced and high technology in forest product processing industrial zones and clusters. Effectively organize the implementation of mechanisms and policies to attract state investment in the forest product processing sector. Synchronously deploy solutions to invest in and build a high-tech forestry zone in the North Central region in Nghe An province according to Decision No. 109/QD-TTg, dated March 31, 2021 of the Prime Minister.

6. Implementation organization:
- Party committees, party organizations, and authorities at all levels must thoroughly grasp and develop action plans and programs to seriously implement the Directive; promptly supplement the contents stated in the Directive into the annual work plans and contents of their agencies, units, and localities; regularly inspect, supervise, urge, evaluate, and report on annual implementation results.
- District, city and town Party Committees develop specialized Resolutions to lead and direct the development of high-quality intensive forest planting material areas associated with the issuance of sustainable forest management certificates in the area; direct local authorities to review and develop plans and synchronous solutions for implementation; strengthen the direction of implementing solutions to improve the effectiveness and efficiency of state management of forests and land - forestry in the area.
- The Party Executive Committee of the Provincial People's Committee focuses on leading and directing the development of programs and plans to implement the Directive; regularly monitoring, inspecting, urging, summarizing, and periodically reporting to the Provincial Party Standing Committee on implementation results.
- The Provincial Fatherland Front Committee and socio-political organizations coordinate with local Party committees and authorities to mobilize all social forces to effectively implement the Directive; at the same time, promote the role and responsibility of social criticism in the process of implementing this Directive.
- The Provincial Party Committee's Propaganda Department directs local press agencies to step up propaganda work, thoroughly grasp the Party's viewpoints and policies, the State's policies and laws on forest management, protection and development, especially high-quality intensive forest planting associated with sustainable forest management, forest certification and forest product processing industry.
- The Provincial Party Committee's Mass Mobilization Committee coordinates with local Party committees and authorities to promote mobilization and encourage all classes of people, organizations and businesses in the area to participate in the high-quality intensive forest planting movement associated with granting certificates of sustainable forest management and forest product processing industry in the area.
- The Provincial Party Committee's Inspection Committee presides over and coordinates with relevant agencies to regularly monitor, inspect, supervise and evaluate the implementation results of this Directive.
- This directive is disseminated and thoroughly implemented to party cells.
