On the morning of October 19, the People's Committee of Nghe An province held a conference to review 5 years of implementing Directive No. 03/CT-UBND dated January 29, 2018 on strengthening the management of non-public medical and pharmaceutical practice activities in the province.

Comrades: Bui Dinh Long - Vice Chairman of the Provincial People's Committee; Nguyen Thi Hong Hoa - Director of the Department of Health chaired the conference. Attending the conference were representatives of leaders of departments, branches, localities and medical units in the province.

After 5 years of implementing Directive 03/CT-UBND, non-public medical and pharmaceutical practice in Nghe An has grown strongly in both quantity and quality, with the scale ranking 4th in the country (after Hanoi, Ho Chi Minh City and Thanh Hoa province).

The number of non-public medical and pharmaceutical establishments has grown rapidly, from 2,645 establishments (in 2018) to 3,597 establishments (in 2023); the number of hospital beds in non-public hospitals has increased from 1,717 beds (in 2018) to 1,861 beds (in 2023), accounting for nearly 10% of the planned number of hospital beds in the whole province.

The system of non-public medical and pharmaceutical establishments has grown in both quantity and quality, helping people access high-quality medical services and reducing overload on the public health system.

The implementation of Directive 03/CT-UBND has improved the health of non-public medical and pharmaceutical practices in Nghe An. Specifically, through inspection and examination, many violations have been promptly detected and strictly handled. In 5 years, departments, branches and People's Committees of districts, cities and towns have inspected 6,572 establishments, sanctioned 2,063 establishments for administrative violations, with a total fine of nearly 8.1 billion VND. Thanks to that, the number of establishments operating without a license has decreased sharply from 685 establishments (before Directive 03 to 29 establishments (as of September 2023).

At the conference, leaders of the People's Committee of Vinh city and districts: Do Luong, Tan Ky, Dien Chau, Nghia Dan, Quynh Luu, the Market Management Department, the Provincial Police and non-public hospitals gave speeches reflecting and clarifying the difficulties and shortcomings in the management and operation of non-public medical and pharmaceutical facilities at present and made recommendations and proposals so that Directive 03/CT-UBND can be increasingly better implemented.

Concluding the conference, Comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee acknowledged and highly appreciated the efforts of departments, branches and localities in state management of non-public medical and pharmaceutical practice in the area.

The Vice Chairman of the Provincial People's Committee suggested: In the coming time, departments, branches and localities need to continue to strengthen propaganda, training and raising awareness of law compliance for non-public medical and pharmaceutical establishments; advise the Provincial Party Committee, People's Council and Provincial People's Committee on appropriate mechanisms and policies to improve the effectiveness of state management as well as create conditions for the non-public health system to operate and develop; further strengthen inspection, examination and supervision; promptly rectify and strictly handle violations; arrange enough medical staff to manage medical and pharmaceutical practices.

The People's Committees at the district level continue to inspect, review, and make full and timely statistical reports on non-public medical and pharmaceutical establishments in the management area; strengthen inspections of aesthetic and beauty service establishments; thoroughly handle and prevent unlicensed medical and pharmaceutical practices from occurring in the management area; encourage people and the community to participate in monitoring and detecting violations of non-public medical and pharmaceutical establishments.

At the conference, Nghe An Department of Health awarded certificates of merit to 4 groups and 5 individuals with outstanding achievements in implementing Directive 03/CT-UBND./.
