Nghe An proposes 10 solutions to implement administrative reforms in 2024
(Baonghean.vn) - To overcome shortcomings and limitations, and at the same time promote the results achieved in administrative reform (AR) in 2023, the People's Committee of Nghe An province has proposed 10 solutions to implement AR in 2024.
Nghe An Provincial People's Committee has just reported on administrative reform work of Nghe An province in 2023, tasks and solutions in 2024.
According to the assessment, in 2023, promoting the results achieved in the administrative reform (PAR) work of the province through the rankings of related indexes (PAR INDEX, PAPI, SIPAS, PCI) announced by organizations and state agencies at the Central level, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee and the provincial leaders will continue to pay attention to leading and directing departments, branches, and sectors; Party committees and authorities at all levels to effectively and efficiently implement the administrative reform work. Along with that, the political determination, high efforts and responsibility of the majority of heads of departments, branches, sectors and heads of Party committees and authorities at all levels; the efforts of the staff, civil servants, and public employees and the active participation of the people and the business community in implementing the administrative reform work of the province in 2023 will have many clear changes, achieving remarkable results.

The report also pointed out the shortcomings and limitations in administrative reform work: Administrative reform advisory work in some units is not effective. Self-inspection of administrative reform, discipline and administrative discipline of some units are not regular and strict; there is still a situation where the advisory work on issuing projects, resolutions and decisions to implement according to the Plan and annual work program of the Provincial People's Committee is behind schedule according to the set plan; The implementation of online public services throughout the process still faces difficulties; the rate of files implementing online public services throughout the process is still low.
To overcome the above-mentioned shortcomings and limitations, the People's Committee of Nghe An province sets out key tasks for administrative reform in 2024, which are: Institutional reform; Administrative procedure reform; State administrative apparatus reform; Civil service reform; Public finance reform; Building e-government and digital government.
10 solutions to implement administrative reform in 2024:
1. Promote the role of the Steering Committee for Administrative Reform at all levels and sectors in leading and directing administrative reform work at agencies and units.
2. Strengthen leadership, direction, and implementation of administrative reform tasks from the provincial level to the grassroots level, in each agency, unit, and locality. Promote the role and responsibility of leaders in conjunction with the results of administrative reform implementation. Focus on guiding, urging, and inspecting the implementation of tasks.
3. Fully define the roles and responsibilities of cadres, civil servants and public employees in performing administrative reform tasks. Pay attention to training and fostering cadres, civil servants and public employees to improve the capacity and work efficiency of each individual and organization.
4. Increase publicity and transparency in receiving and handling administrative procedures of agencies and units. Implement reasonable policies and timely rewards to motivate and encourage cadres, civil servants and public employees to complete their tasks well, and at the same time strictly handle those who do not complete their tasks and violate discipline.
5. Strengthen inspection and evaluation of the implementation of administrative reform tasks at agencies and units to promote administrative reform. Conduct objective and accurate assessment, classification and ranking of administrative reform at departments, branches, sectors and localities.
6. Focus on digital transformation, strongly apply information and communication technology to support administrative reform, increase publicity, transparency and monitoring efficiency. Operate effectively and improve the service quality of the Provincial Public Administration Service Center and One-Stop Departments at all levels.
7. Promote propaganda activities to raise awareness; mobilize the participation of people and organizations in administrative reform work. Organize to collect opinions and assess the satisfaction level of individuals and organizations with the provision of public services by administrative agencies and public service units.
8. Focus on directing the implementation of Project No. 06 of the Prime Minister, in which priority is given to additional investment in facilities and application of information technology to effectively perform tasks and complete the objectives of the Project and Plan set forth by the Provincial People's Committee.
9. Prioritize the allocation of sufficient financial resources to serve the implementation of administrative reform.
10. Strengthen surveys and collect opinions from people and businesses to evaluate state administrative agencies and evaluate the spirit, attitude and responsibility of officials, civil servants and public employees in performing public duties and handling administrative procedures (evaluation twice a year, at 6 months and at the end of the year).
