Nghe An proposes solutions to overcome shortcomings and limitations in administrative reform in the first quarter of 2024
(Baonghean.vn) - The People's Committee of Nghe An province has just issued an official dispatch to provincial departments, branches, and sectors, and People's Committees of districts, cities, and towns on overcoming shortcomings and limitations in administrative reform (AR) in the first quarter of 2024.
According to the assessment of the People's Committee of Nghe An province, the administrative reform work in the first quarter of 2024 of the province achieved some outstanding results such as: Timely issuance of documents for leaders and directions of branches, levels, agencies and units to proactively implement administrative reform tasks; The Provincial Public Administration Service Center, the One-Stop Shop at district and commune levels operate effectively and promptly resolve administrative procedures for people and businesses; Agencies, units and localities continue to review and reorganize their apparatus according to regulations; The VNPT iOffice document management and operation system operates stably, creating favorable conditions for agencies and units at all levels in circulating and processing documents, serving management work more promptly and effectively; Online public services are gradually used and exploited effectively...

However, in addition to the achieved results, the administrative reform work in the first quarter of 2024 still has some shortcomings and limitations that need to be overcome soon, such as: Information and propaganda work on administrative reform in some agencies, units and localities has not met the requirements; the implementation of the administrative reform information reporting regime is not serious, reports are not sent to the Provincial Information Reporting System; The rate of online public service records and the rate of online payment in the whole province are still low; there are still cases of commune-level officials and civil servants violating discipline, administrative discipline, and public service ethics, leading to disciplinary action.
To overcome the above-mentioned shortcomings and limitations and improve the quality and effectiveness of administrative reform, the Provincial People's Committee requests provincial departments, branches and sectors; People's Committees of districts, cities and towns to focus on implementing the following contents:
1. Strengthen the direction, inspection and supervision of administrative reform implementation in agencies, units and localities, ensuring that tasks are deployed promptly and on schedule as planned. For agencies and units that have not seriously implemented the administrative reform reporting regime and have not submitted reports on the Provincial Reporting Information System, it is necessary to review, learn from experience and make reports within the prescribed time in the following reporting periods.

2. Strengthening propaganda and information on administrative reform in agencies, units and localities; strengthening guidance for people to use online public services, improving the quantity and quality of online public services, improving the rate of records implementing online public services throughout the process, the rate of online payments, the rate of digitization of records, and the results of handling administrative procedures.
3. Strictly implement discipline and administrative order, strengthen self-inspection and supervision, and strictly handle violations in the performance of duties and public services.
Requesting Directors of departments, Heads of provincial-level departments and branches, Chairmen of People's Committees of districts, cities and towns to seriously implement the above contents, report the implementation results to the Provincial People's Committee (through the Department of Home Affairs) in the periodic report on administrative reform in the first 6 months of 2024 to continue to direct the good implementation of tasks.
