Nghe An proposes 3 major traffic issues

On the afternoon of January 12, a delegation of the Ministry of Transport led by Mr. Nguyen Van The - Member of the Party Central Committee, Minister of Transport had a working session with the leaders of Nghe An province. Also present was Mr. Nguyen Nhat - Deputy Minister of Transport.

On the side of Nghe An provincial leaders, there were comrades: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee; representatives of leaders of provincial departments, branches and sectors and Nam Dan district.

Speaking at the meeting, Provincial Party Secretary Nguyen Dac Vinh affirmed that in recent times, the transport sector has effectively implemented many transport projects and programs, creating momentum for socio-economic development and attracting investment for the province.

Proposing to the Minister of Transport, Provincial Party Secretary Nguyen Dac Vinh asked the Ministry of Transport to pay attention to three major issues:

Firstly, regarding the seaport system, Nghe An plans two seaport areas including Cua Lo port and Dong Hoi port cluster. According to the plan, Cua Lo port can accommodate 30,000-ton ships, but in reality, only 10-20-ton ships can easily enter and exit the port. Furthermore, to enter and exit the port, one must go through many channels, making it difficult for ships to enter and exit.

Nghe An has a policy of socializing investment in seaports, accordingly, regarding investment in infrastructure inside the port, the province will call for business investment.

However, the Cua Lo Deepwater Port Breakwater Project requires a large amount of funding. Therefore, the province has requested the State to support it. The Provincial Party Secretary said that the province's proposal has been approved in principle by the General Secretary, the President, and the Prime Minister.

For the project to be implemented, the province will develop a specific plan and submit it to the Ministry of Transport for planning approval.

Second, about the airport: Vinh International Airport is considered a fast-growing airport with relatively good operations. However, the current difficulties of Vinh Airport are the lack of investment in opening international routes and the cramped terminal. The province hopes that the Ministry of Transport will pay attention to investing in upgrading and expanding the airport in a synchronous and modern manner.

Third, regarding the Thanh Thuy International Border Gate connected to the Hanoi - Vientiane Expressway, Nghe An is the locality benefiting from this expressway. The province hopes that the Ministry of Transport will soon implement this extremely important project because when completed and put into use, it will help connect the traffic within the province and Laos, creating momentum for the province to develop its socio-economy and strengthen the comprehensive friendly and cooperative relationship with Laos.

Speaking at the meeting, Minister of Transport Nguyen Van The expressed his delight at the socio-economic development results of Nghe An province.

Affirming that in recent times, the Ministry of Transport has implemented many projects in the province, especially the most recent project of upgrading and expanding National Highway 1 to complete the project with the contribution of the locality in the work of land acquisition and resettlement for the people. Regarding the proposal to support Nghe An province to implement the Cua Lo Port Breakwater project, Minister Nguyen Van The requested the province to study, review, select a consulting unit to study and propose a plan, and the province to appraise a reasonable and modern port planning.

Regarding the Hanoi - Vientiane expressway, Minister Nguyen Van The affirmed that the ministry agreed with the province's proposal, this is a special priority project that is very necessary to implement the project connecting Pac Xan to Thanh Thuy connecting the North-South expressway to have an expressway from Hanoi to the capital Vientiane. The ministry has coordinated with Laos to work with the Japanese organization JICA to support the project implementation.

Regarding the proposal to Nghe An province to upgrade and expand Vinh International Airport, the Minister assigned the Civil Aviation Authority to coordinate with local Port Authority units to review the management of land, planning of runways, parking lots, cargo terminals, and passenger terminals in a comprehensive and complete manner.

Minister Nguyen Van The suggested that in the coming time, the province support the Ministry of Transport in site clearance and checking the progress of transport projects, especially the Eastern Expressway and North-South Expressway projects.

The Minister of Transport also said that the ministry's policy in the coming time is to focus on road maintenance and repair, ensuring the quality of the road and bridge system, creating convenience for people and vehicles to travel. Therefore, it is recommended that the province pay special attention to road maintenance and repair; increase patrols, control, and strictly punish oversized and overloaded vehicles, curb traffic accidents, protect roads, protect people's property, and ensure traffic safety.

Regarding other proposals of the province, Minister Nguyen Van The assigned the units under the ministry and the office of the Ministry of Transport to synthesize and submit to the ministry's leaders to quickly issue a conclusion notice as a basis for implementation.
