Nghe An proposes a policy to support coaches and athletes at the commune level to promote the development of grassroots sports movements.
On the morning of May 29, the Committee for Culture and Social Affairs of the Provincial People's Council held a meeting to review a number of draft resolutions in the field of culture and society to be submitted to the Provincial People's Council at the 20th session, term 2021 - 2026, scheduled to be held in early June 2024.
Comrade Chu Duc Thai - Standing Member of the Provincial People's Council, Head of the Culture and Social Affairs Committee, Provincial People's Council chaired the review meeting.
Attending the meeting were comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; leaders of the Provincial Vietnam Fatherland Front Committee, Provincial People's Council committees and a number of relevant departments and branches.
Proposed policy to support coaches and athletes at commune level
The Committee for Culture and Society, the Provincial People's Council also conducted an examination with the consensus to submit to the Provincial People's Council a draft resolution amending and supplementing a number of articles of Resolution No. 11, dated August 13, 2021 of the Provincial People's Council regulating the nutritional regime and a number of support policies for coaches and high-performance athletes of Nghe An province.
Accordingly, the proposed amendment and supplement to the nutritional regime for coaches and athletes at the commune level during training and practice is agreed upon at 130,000 VND/person/day and during competition at 200,000 VND/person/day.
Supplementing the policy to support coaches in training youth football athletes in Nghe An province at the proposed level, in addition to the benefits that coaches enjoy according to Decree No. 152, dated November 7, 2018 of the Government, also supports 10 million VND/person/month for head coaches and 8 million VND/person/month for assistant coaches.
The conditions and standards to receive support are that coaches have a bachelor's degree in physical education or sports or have a C, B, A, or Pro football coaching certificate issued by the Vietnam Football Federation or the Confederation of Continental Football.

However, the Committee for Culture and Society, the Provincial People's Council requested the Department of Culture and Sports of Nghe An province, in the process of implementing the resolution, to pay attention to assessing the conditions and standards for coaches training athletes focusing on youth football in Nghe An province to ensure strictness and correctness.
Policy to support production linked to the value chain
Reviewing the draft resolution regulating the State budget expenditure norms for implementing Project 2: Diversifying livelihoods, developing poverty reduction models under the National Target Program for Sustainable Poverty Reduction; content of project support, plans, and production development options under national target programs for the period 2021 - 2025 in Nghe An province; meeting participants basically agreed on the content submitted by the drafting agency, at the same time, raised some concerns, proposed additional legal bases and cited regulations as a basis for implementing support contents under the decision-making authority of the Provincial People's Council.
Accordingly, the State budget expenditure norm for implementing Project 2 on livelihood diversification and poverty reduction model development under the National Target Program on Sustainable Poverty Reduction is proposed to support the development of value chain-linked production not exceeding VND 5 billion/project or plan.
At the same time, the support level is divided according to different regions: not more than 80% of the total cost of implementing/project, linkage plan in especially difficult areas; not more than 70% of the total cost of implementing/project, linkage plan in difficult areas; not more than 50% of the total cost of implementing/project, linkage plan in other areas within the investment scope of the National Target Program for Sustainable Poverty Reduction.
Support for community production development is not more than 5 billion VND/project, the plan and support level are divided by region: maximum support is not more than 95% of the total implementation cost/project, production plan in especially difficult areas; not more than 80% of the total implementation cost/project, production plan in difficult areas; not more than 60% of the total implementation cost/project, production plan in other areas within the investment scope of the National Target Program on Sustainable Poverty Reduction.
