Nghe An proposes to adjust some projects in the National Power Development Plan
(Baonghean.vn) - Power Plan VIII is a very important national sector plan that needs to be issued soon to serve as a basis for implementing investment in synchronous construction of power sources and grids, firmly ensuring security of power supply, serving socio-economic development, contributing to maintaining national defense and security.
On the morning of April 15, under the chairmanship of Comrade Le Van Thanh - Member of the Party Central Committee, Deputy Prime Minister, the Government held an online conference with localities on completing the National Power Development Plan for the 2021-2030 period, with a vision to 2045.

IMPORTANT TASKS
Speaking at the conference, Deputy Prime Minister Le Van Thanh said: Power Plan VIII is a very important national sector plan, which needs to be issued soon to serve as a basis for implementing investment in synchronous construction of power sources and grids, ensuring the security of power supply, serving socio-economic development, contributing to maintaining national defense and security. Therefore, the Government has directed the implementation of Power Plan VIII very early and very methodically.
Based on the approval of the Planning tasks, in 2019, 2020 and early 2021, the Ministry of Industry and Trade carried out the steps to develop the VIII Power Plan based on the summary and evaluation of the results of the VII Power Plan.
By March 2021, the Ministry of Industry and Trade officially submitted to the Government the draft of the VIII Power Plan after organizing workshops and soliciting comments from ministries, branches and localities. However, the Prime Minister directed that the Plan must be carefully reviewed to ensure its feasibility and effectiveness, with the spirit of putting national and ethnic interests first and foremost, especially combating negativity in the construction and development of national power.
In particular, it is necessary to carefully analyze to balance the source of conversion in line with the trend, limit emissions, and meet the requirements of Resolution 55 of the Politburo and the Secretariat. Along with that, it is necessary to focus on allocating regions and areas to save, avoid waste, loss, and loss of electricity during the transmission process.

Based on the direction of the Prime Minister, in nearly 1 year, the Government has organized many meetings with the Ministry of Industry and Trade, relevant ministries, branches, localities, units with expertise and experience in power development... to collect comments on the Plan.
Analyzing the limitations and shortcomings in the draft Power Plan VIII, which the Ministry of Industry and Trade submitted in March 2021, according to Deputy Prime Minister Le Van Thanh, it is required to calculate the total power capacity appropriately to avoid waste and promote the efficiency of power plants; choosing where to locate power plants in the locality appropriately...
Deputy Prime Minister Le Van Thanh said: Many projects in the Power Plan VII need to be adjusted and removed; some projects included in the Power Plan VIII submitted to the Government in March 2021, if not reasonable, also need to be removed.

For the common good, ensuring energy security and the best price in the future, in the past year, the Government has organized nearly 20 meetings. Up to now, the draft Plan has proposed a total capacity of nearly 146 thousand MW in accordance with the regulations on the basis of regional and local allocation; more reasonable power source structure; more economical power transmission lines; closely following the spirit of the Resolutions of the Central Government, the Government and international commitments...
The Deputy Prime Minister requested localities and units to continue to give their opinions on whether the implementation of the Planning is strict and objective; total capacity; regional allocation, power source structure, power transmission system... to have the most optimal power development plan.
“Based on local contributions, the Ministry of Industry and Trade will continue to complete the draft of Power Plan VIII, submit it to the national appraisal council, which will meet and evaluate, and strive to approve Power Plan VIII this April,” said Deputy Prime Minister Le Van Thanh.
ADJUST THE PLAN SUITABLE
At Nghe An bridge, giving comments at the conference, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa proposed to stop implementing the Quynh Lap 1 and Quynh Lap 2 coal-fired thermal power projects and not include the two Quynh Lap coal-fired thermal power projects in the Power Plan VIII. Proposed to consider and study the option of adding the gas-fired power cluster at the Quynh Lap Thermal Power Center to the Power Plan VIII.
Proposal to remove from the planning for the Nam Mo 1 hydropower project and the My Ly hydropower project in Ky Son district, which were planned since 2011 and assigned to be implemented since 2014, however, the implementation has been prolonged and affected the planning of the Western Nghe An region. After reviewing and considering, Nghe An province proposed to remove these two projects from the planning list.

Regarding renewable energy, Nghe An province is identified as having potential to develop renewable energy such as wind power, solar power and biomass power. In particular, the formation of the Southeast Economic Zone is currently strongly developing VSIP, WHA industrial parks, Hoang Mai 1 and Hoang Mai 2 industrial parks. Currently, there are 4 electronics corporations investing in Nghe An, so the upcoming load demand of Nghe An province is relatively large, connecting the lines of these locations, for example in Hoang Mai, is very convenient.
Therefore, Nghe An proposes that Nghe An have two solar power projects, Vuc Mau Lake and Khe Go Lake, which have been added to the list of power planning VII, so the projects need to be implemented soon to serve the activities of investors.
Regarding wind power, Nghe An has relatively large potential such as Hoang Mai and Nam Dan wind power clusters; propose the Ministry of Industry and Trade to re-evaluate the suitability with actual potential; consider and include in the potential list 7 solar power projects and 2 wind power projects to have a basis for implementation in the coming period..It is proposed to include in the planning the biomass potential of Nghe An at 250MW; the proposed technical potential of waste-to-energy is 30MW to have a basis for implementation in the coming period.

Regarding power grid development, Nghe An province will work directly with the Ministry of Industry and Trade to convert a number of power lines in the province, especially in the western region of the province.
