Nghe An: Proposal to support up to 360 million VND for schools that meet national standards
(Baonghean.vn) - This content is included in the draft Resolution on policies to support educational institutions recognized as meeting national standards in 2018 - 2019, submitted by the Provincial People's Committee to the Provincial People's Council's Culture and Social Affairs Committee for review on the afternoon of June 28 before submitting to the 6th session of the Provincial People's Council.

According to the draft, the support level for schools recognized as meeting national standards for the first time is divided into 3 regions. Specifically, the support level for urban and town areas for kindergartens and primary schools is 135 million VND (level I), 180 million VND (level 2); secondary schools is 180 million VND; high schools is 270 million VND.
The support level for lowland and mountainous areas is low, for kindergartens and primary schools is 180 million VND (level I), 220 million VND (level II); secondary schools is 225 million VND; high schools is 315 million VND.
The support level for mountainous districts is 225 million VND (level I), 260 million VND (level II); 270 million VND for secondary schools; and 360 million VND for high schools.

The draft also stipulates that the support level for re-accredited schools will be 50% of the support level for schools recognized as meeting standards for the first time at each corresponding level of education.
During the review, basically agreeing with the draft, some members of the Provincial People's Council's Culture and Social Committee also raised some concerns and requested the Department of Education and Training - the agency assigned to draft the resolution - to clarify.
Deputy Head of the Culture and Social Affairs Committee of the Provincial People's Council, Nguyen Thi Lan, said that currently, the tuition fee regulations are divided into 4 regions with 4 corresponding levels; however, the regulations on supporting schools to be recognized as meeting standards are only divided into 3 regions, so are there any regions that are missed?!

On the other hand, according to Ms. Nguyen Thi Lan, the draft stipulates the level of support for each school at each level of education, but the implementation of Resolution 6 of the Central Committee (term XII) is posing the requirement of merging schools in the direction of many levels of education within the school, will there be support? Some members also requested the Department of Education and Training to clarify the basis for providing the level of support and the source of support recorded in which section of the State Budget Law.
Concluding this content, Head of the Culture - Social Committee of the Provincial People's Council, Mr. Ho Phuc Hop affirmed that the Provincial People's Committee's submission to the Provincial People's Council to promulgate a policy to support schools that meet national standards is necessary to promote the implementation of the target of building standard schools in the spirit of the Resolution of the 17th Provincial Party Congress, because currently, schools that have not met the basic standards are all disadvantaged schools.
According to Mr. Ho Phuc Hop, the policy also aims to encourage schools that have met the standards to maintain and firmly consolidate their standards. This draft resolution also replaces Decision No. 4954/QD-UBND.VX, dated November 16, 2011 of the Provincial People's Committee on the level of financial support for schools that have met national standards and key schools.

The Head of the Culture - Society Committee requested the Department of Education and Training to fully absorb the opinions of the delegates to edit, supplement and complete before submitting to the Provincial People's Council at the upcoming 6th session.
Also at the meeting, the Culture - Social Committee also reviewed the draft Resolution regulating the collection rates, collection - payment regime, management and use of fees for visiting scenic spots at Pu Mat National Park.
Based on the opinions of the delegates at the meeting, the Head of the Culture - Society Committee noted that the Pu Mat National Forest Management Board needs to have measures to ensure safety for tourists and people visiting the area and whether the ticket price includes insurance fees or not?
Mr. Ho Phuc Hop also raised the question of whether there is a fee for people living in the buffer zone when entering the tourist area and to clarify the exemption policy for policy beneficiaries and the poor?
