Nghe An proposes new allowance levels for 17 non-professional commune-level cadre positions

(Baonghean.vn) - If this proposal is approved, with the current basic salary of 1.8 million VND/month, the allowance will increase to 2.7 million VND/month; higher than the old regulation.

This is the content that the People's Committee of Nghe An province is collecting opinions on, moving towards completing the submission, draft Resolution on Regulations on titles, allowance levels for non-professional workers at the commune, hamlet, block, and village levels; people directly participating in activities at hamlets, blocks, and villages; the level of operating expenses for commune-level socio-political organizations and mass mobilization groups at hamlets, blocks, and villages in the province, moving towards submitting to the Provincial People's Council for consideration and approval.

According to the draft, part-time workers in communes, wards and towns include 17 positions and are entitled to monthly allowances including support for social insurance and health insurance contributions, including:

Deputy Head of the Party Inspection Committee; Deputy Military Commander; Vice President of the Fatherland Front; President of the Association of the Elderly; Vice President of the Veterans Association; Vice President of the Women's Association; Vice President of the Farmers' Association; Deputy Secretary of the Ho Chi Minh Communist Youth Union.

Chairman of the Red Cross Society; Veterinary; Plant protection - Agricultural extension - Forestry extension - Fisheries extension; Management of cultural houses - Radio stations; Internal affairs - Archives - Religion - Emulation and rewards; Party Committee Office; Urban order management (for communes, wards, cities, towns); Head of the People's Protection Committee (for wards).

The proposed monthly allowance for the above 16 positions is equal to 1.5 times the basic salary.

The 17th position is Deputy Head of the Civil Protection Department (for wards), with a proposed monthly allowance equal to 1.3 times the basic salary.

Compared with the current regulations, Resolution No. 22/2019/NQ-HDND dated December 12, 2019 on the number, titles, allowance levels, and policies for part-time workers and other subjects in communes, wards, towns, hamlets, blocks, and villages in Nghe An province; Resolution No. 23/2021/NQ-HDND dated December 9, 2021 amending and supplementing a number of articles of Resolution No. 22/2019/NQ-HDND dated December 12, 2019 on the number, titles, allowance levels, and policies for part-time workers and other subjects in communes, wards, towns, hamlets, blocks, and villages in Nghe An province, the approach to drafting the new resolution has changed.

That is not only increasing the allowance coefficient compared to the basic salary but also not dividing the monthly allowance for the above positions into 3 different levels, corresponding to communes of type I, II, III.

Specifically, according to current regulations, the allowance level of each position of non-professional workers in communes, wards and towns is divided into 3 types: commune type I, type II and type II.

Accordingly, for those holding the positions of Deputy Head of the Party Inspection Committee; Deputy Military Commander; Vice President of the Fatherland Front; President of the Association of the Elderly, the allowance coefficient compared to the basic salary, including social insurance and health insurance support, is 1.4 for communes of type I, 1.3 for communes of type II and 1.2 for communes of type III.

The positions of Head of the Civil Protection Committee (for wards); Vice President of the Veterans Association; Vice President of the Women's Association; Vice President of the Farmers' Association; Deputy Secretary of the Ho Chi Minh Communist Youth Union; President of the Red Cross Association; Veterinary; Plant Protection - Agricultural Extension - Forestry Extension - Fisheries Extension are entitled to an allowance coefficient compared to the basic salary, including social insurance and health insurance support of 1.25 for communes of type I, 1.2 for communes of type II and 1.1 for communes of type III.

As for the position of Deputy Head of the Civil Protection Department (for wards), the allowance coefficient compared to the basic salary, including social insurance and health insurance support, is 1.0 for type I communes, 0.9 for type II communes and 0.8 for type III communes.

Decree 33/2023/ND-CP dated June 10, 2023 of the Government regulating commune-level cadres, civil servants and non-professional workers at commune level, in villages and residential groups, effective from August 1, 2023, stipulates:

Article 33. Number of non-professional workers at commune, village and residential group levels

1. The number of non-professional staff at the commune level is calculated according to the type of commune-level administrative unit, specifically as follows: Type I is 14 people; Type II is 12 people; Type III is 10 people.

2. The provincial People's Committee shall base on the number of commune-level administrative units with population and natural area larger than the standards prescribed in the Resolution of the National Assembly Standing Committee on standards of administrative units and classification of administrative units to calculate the number of additional non-professional workers at the commune level as follows:

a) Wards in districts that increase by 1/3 (one third) of the prescribed population size will be allowed to have 1 more non-professional staff. The remaining commune-level administrative units that increase by 1/2 (one half) of the prescribed population size will be allowed to have 1 more non-professional staff;

b) In addition to increasing the number of non-professional workers according to the population size specified in Point a of this Clause, for every increase of 100% of the prescribed natural area, a commune-level administrative unit shall be allowed to increase the number of non-professional workers by 01.

Article 34. Allowance regime for part-time workers at commune, village and residential group levels

1. Part-time workers at the commune level are entitled to allowances. The central budget allocates an allowance fund including support for social insurance and health insurance contributions to pay monthly to part-time workers at the commune level as follows:

a) Type I commune-level administrative units are allocated an allowance fund equal to 21.0 times the basic salary;

b) Type II commune-level administrative units are allocated an allowance fund equal to 18.0 times the basic salary;

c) Type III commune-level administrative units are allocated an allowance fund equal to 15.0 times the basic salary.

For commune-level administrative units with an increase in the number of non-professional workers at the commune level as prescribed in Clause 2, Article 33 of this Decree, the total allowance fund amount will be increased by 1.5 times the basic salary/01 additional non-professional worker.
