High school graduation exam - basis for assessing general education quality

The 2020 high school graduation exam will be organized with many new features and localities will take full responsibility for directing the organization of the exam.

Speaking at the opening of the Conference, Minister of Education and Training Phung Xuan Nha affirmed: The high school graduation exam is one of the highest quality and most serious exams in 12 years of general education, aiming to assess quality on a large scale to check the level of output standards of the general education program.

In addition, the exam is also the basis for recognizing graduation for 12th grade students and is an important basis for localities to see the general quality of their locality compared to the national average. This year, the exam is also the basis for admission to universities and colleges.

With that meaning, Minister Phung Xuan Nha said that the 2020 high school graduation exam must meet quality and transparency requirements.

On the part of the Ministry of Education and Training, this year's exam is implemented in the spirit of innovation of Resolution 29 and gradually stabilized. The plan to organize the high school graduation exam to recognize graduation and consider admission to universities and colleges is based on many grounds, in the context of the Covid-19 pandemic that has negatively impacted the industry and disrupted the education plan.

With many new points of the high school graduation exam and exam regulations, in addition to the general direction task, the Ministry of Education and Training must also do a good job of ensuring exam safety, first of all in terms of exam quality, security issues, inspection, supervision and provision of exam management and multiple-choice scoring software.

At the conference, representatives of the Ministry of Education and Training approved the 2020 High School Graduation Exam Regulations, exam time frame and some innovations in exam inspection work in 2020. Accordingly, this year, in addition to local and university inspection forces, there will be additional Government inspectors participating in line inspection work.

In order for the exam to be organized smoothly, safely, and in accordance with regulations, delegates at the bridge points also had many comments. However, the province also has 3 recommendations focusing on exam software, inspection work, and how to calculate failing scores.

Specifically, it is necessary to modify and upgrade the exam management software to avoid the phenomenon of candidates entering changes in their wishes but encountering problems with electricity or network congestion, so they are not saved to the server, leading to the candidate not being on the list of successful candidates. In addition, it is necessary to improve the multiple-choice test scoring software, improve the exam error correction records to allow statistics on the status of exam checking to control the status of missing checking, allow batching of exams, error checking by user account...

In the inspection work, specific instructions are needed to avoid duplication in the inspection work. The failing score of the fourth exam (Combination subject) should be calculated by the average score of all 3 subjects instead of calculating the score of each independent subject to avoid pressure on candidates.

In his concluding remarks at the conference, Minister of Education and Training Phung Xuan Nha highly appreciated the contributions of the delegates attending the conference.

To prepare well for the exam, Minister Phung Xuan Nha suggested that localities continue to direct teaching and learning according to the Ministry's instructions to ensure quality, and that exam review must take place normally and safely according to basic knowledge to avoid pressure. After this meeting, the Director of the Department needs to advise the leaders of the province, city, the provincial exam steering committee and the members of the steering committee to be clear about the work, responsibilities and substance. During the implementation process, the right people must be selected, especially those who do the inspection and examination work, to avoid any negligence during the implementation process.

In addition, localities organizing the exam must take full responsibility for the exam in their locality. Therefore, during the implementation process, localities need to thoroughly understand the purpose and requirements for organizing this exam with many specific tasks.

Localities also need to pay attention to the conditions for good printing, preservation and grading, and transportation of exam papers. Survey to determine suitable exam locations to ensure maximum convenience for candidates. This year, the exam is held in August, so there needs to be a backup plan to prevent natural disasters such as storms and floods. For the police force, there needs to be measures to detect the use of high technology to avoid cheating.

In addition, it is necessary to pay attention to communication work, requiring the Departments of Education and Training to proactively provide information and implementation processes to the press to ensure that reporting is honest, accurate and avoids confusion among the public.

The Government has also just agreed on the plan to organize the 2020 high school graduation exam submitted by the Ministry of Education and Training. The high school graduation exam will officially take place on August 9 and 10, 2020 and the exam results will be announced on August 27.

In Nghe An, this year's exam is expected to have about 31,000 candidates, about 1,200 candidates lower than the previous exam. Of which, there are about 1,500 independent candidates and nearly 1,600 GDTX candidates.
