(Baonghean.vn) - The National Assembly's Committee on National Defense and Security's monitoring delegation highly appreciated the results achieved and acknowledged the shortcomings and difficulties raised by Nghe An province in implementing policies and laws on fire prevention and fighting.
On the afternoon of July 10, the National Assembly's National Defense and Security Committee's supervision delegation, led by Lieutenant General Nguyen Hai Hung - Deputy Chairman of the Committee, worked with the Provincial People's Committee on the implementation of Resolution No. 99/2019 of the National Assembly on continuing to improve and enhance the effectiveness and efficiency of implementing policies and laws on fire prevention and fighting (PCCC) in the period of 2020-2022 in Nghe An.

PEOPLE enthusiastically and actively participate in fire prevention work
Reporting on the implementation of Resolution No. 99 of the National Assembly, the Deputy Director of Nghe An Public Security said that in the period of 2020 - 2022, the Provincial People's Committee advised the Provincial Party Committee and the Provincial People's Council to issue 3 Resolutions and 3 Plans; issued 39 documents directing and urging departments, branches, sectors, People's Committees of districts, cities and towns to implement the assigned tasks in Resolution No. 99.
Closely following the direction and assigned tasks, Party committees and People's Committees at all levels have directed resolutely and seriously implemented them; thereby, creating positive changes in the awareness of Party committees, authorities and people towards fire prevention and fighting and search and rescue work; affirming the role and importance of fire prevention and fighting and search and rescue work in the cause of socio-economic construction and development.

Nghe An has directed the effective implementation of propaganda, dissemination of knowledge, and legal education on fire prevention and fighting and search and rescue; Regularly paid attention to and directed the promotion of the mass fire prevention and fighting movement in the province... creating a spreading effect, attracting a large number of people to respond and participate.
Up to now, the whole province has had 19,000 households and houses combining production and business to create a second escape route according to regulations; built 809 models of Fire Prevention and Fighting Safety Inter-Family Groups; 386 models of Fire Prevention and Fighting Safe Residential Areas; 16 models of Fire Prevention and Fighting Safe Schools; 6 models of Fire Prevention and Fighting Safe Forests; 5 models of Fire Prevention and Fighting Safe Markets and 1,987 public firefighting points...

The province has organized 9 inter-sectoral inspections and 58 thematic inspections; organized 182,472 periodic inspections. Through inspections, 16,433 documents were issued recommending establishments to make corrections; 1,423 administrative violation records were drawn up, fined, and paid to the State budget more than 4 billion VND; and temporarily suspended or suspended the operations of 211 establishments with serious violations in fire prevention and fighting and rescue work.
In addition, the province has focused on investing in purchasing equipment for fire fighting and rescue, thereby effectively contributing to reducing the number of fires and explosions and damage caused by fires and explosions in the province.

As a result, from 2020 to 2022, there were 252 fires in the province, killing 10 people, causing property damage of about 22 billion VND, compared to the same period from 2017 to 2019, a decrease of 13 fires, a decrease of more than 14 billion VND in damage.
Nghe An province also frankly assessed that the propaganda, dissemination and education of fire prevention and fighting laws in some areas have not been carried out regularly and extensively; Handling of establishments that do not meet fire prevention and fighting requirements still faces some difficulties. Some establishments have not strictly implemented the provisions of the law on fire prevention and fighting, and have not been proactive in implementing fire prevention and fighting work according to the motto "4 on-site".


At the working session, members of the working delegation agreed with the results and shortcomings in the province's report; at the same time, requested clarification of the province's specific policies on fire prevention and fighting; handling of violating establishments; socialization policy on fire prevention and fighting; coordination between on-site forces and specialized fire prevention and fighting forces; difficulties and inadequacies in implementing legal documents on fire prevention and fighting...
Leaders of departments, branches, sectors, and the Business Association of Nghe An province explained and clarified the contents raised by the monitoring delegation; at the same time, proposed to remove difficulties and inadequacies in the implementation of policies and laws on fire prevention and fighting.
MOBILIZING THE ENTIRE POLITICAL SYSTEM INTO FIRE PREVENTION WORK
Speaking at the meeting, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee discussed some socio-economic results in 2022 and the first 6 months of 2023; clarified further difficulties and obstacles in fire prevention and fighting work in the province; at the same time, requested the Central Government to remove shortcomings for the business community in implementing the Ministry of Construction's Regulation 06:2022.

Identifying fires that caused great consequences and losses, Nghe An province has directed and organized drastic, strong, synchronous and effective implementation of fire prevention and fighting work. In the period of 20202-2022, with a locality still facing many difficulties due to the impact of the Covid-19 epidemic, Nghe An has implemented over 70% of the contents of Resolution No. 99 prescribed by the National Assembly.
In the coming time, the province will continue to direct departments and branches to effectively implement Resolution No. 99 and fire prevention and fighting work, contributing to attracting investment and developing the province's socio-economy.

Concluding the meeting, Lieutenant General Nguyen Hai Hung - Deputy Chairman of the National Assembly's Defense and Security Committee highly appreciated the results of leadership, direction and organization of the implementation of 9 contents in Resolution No. 99 of the National Assembly in Nghe An province.
The Vice Chairman of the National Assembly's Defense and Security Committee also highly appreciated the opinions of Nghe An province regarding the difficulties and shortcomings in implementing fire prevention and fighting regulations. The monitoring delegation will fully absorb the opinions, research, synthesize and report to the National Assembly to study and amend the regulations to be closer to reality, contributing to ensuring effective fire prevention and fighting work.

In the coming time, Lieutenant General Nguyen Hai Hung suggested that Nghe An province continue to thoroughly grasp and fully implement the Central Government's documents on fire prevention and fighting; strengthen propaganda work; pay attention to assigning responsibilities to departments, branches and localities to mobilize the participation of the political system in this work.
In addition, the province needs to strengthen inspection and state management of fire prevention and fighting; continue to strictly implement appraisal and licensing work in fire prevention and fighting; determine roles and responsibilities, handle shortcomings and violations within its authority; and handle facilities in the area that do not ensure fire prevention and fighting requirements.

Nghe An Provincial People's Committee also needs to continue to pay attention to the fire police force and specialized civil defense force with the view of building a strong enough force, together with the entire population, to carry out fire prevention tasks.
