In the first 7 months of the year, the Department of Natural Resources and Environment submitted to the People's Committee for promulgation regulations on granting land use right certificates to households and individuals; on land recovery, land allocation, land lease and registration, granting of certificates to organizations; on land allocation without auction of land use rights; on land lease, change of land use purpose for households and individuals implementing investment projects in production and business in the province...
The Department of Natural Resources and Environment and localities also focused on implementing many tasks in the fields such as auctioning land use rights; granting land use right certificates; focusing on site clearance to implement works and projects; strengthening management of land, minerals, and environment, along with inspection and handling of violations.

In the first 7 months of the year, the Provincial People's Committee established an interdisciplinary inspection team to inspect mineral exploitation activities at 100 units and discovered many violations.
In particular, the Provincial People's Committee's advisory board revoked 3 mineral exploitation licenses of 3 enterprises, including Phuoc Thuy Private Enterprise (operating at Hung Vang Mountain quarry, Hung Yen Nam commune, Hung Nguyen district); Xuan Hung Company Limited and Thanh Xuan Company Limited (operating atLen Chua quarry, Quynh Xuan ward, Hoang Mai town).
The working group also discovered and transferred to competent authorities to handle violations of the law by a number of businesses worth nearly 1 billion VND.
In addition to the results achieved, at the conference, through the reflections of localities, it was shown that many issues emerged that need to continue to be focused on and directed more strongly. That is, the progress of granting and exchanging land use right certificates in some localities is still slow. Some consulting units have not actively coordinated with localities in measuring to speed up the progress of granting and exchanging agricultural land use right certificates. The handling of the issue of land granting beyond the authority left by history is still entangled and difficult; the issue of compensation for land clearance on National Highway 1A has not been resolved.
The collection, transportation and treatment of domestic solid waste in localities are still inadequate; advice and direction on handling some facilities causing serious environmental pollution and many pollution spots due to pesticide residues in the province are not thorough...

From the current difficulties and problems, at the conference, Director of the Department of Natural Resources and Environment Vo Duy Viet affirmed that in the coming time, the Department will be responsible for working with and urging consulting units to speed up the measurement of agricultural land, associated with the implementation of forestry land measurement in localities.
Regarding the compensation issue for site clearance related to the National Highway 1A project, the head of the Department of Natural Resources and Environment said that the Provincial Party Secretary has directed the Provincial People's Committee to coordinate with localities to focus on handling it.
Director Vo Duy Viet also directed relevant units to discuss with localities to handle the unauthorized land allocation and the issuance and exchange of land use right certificates for areas located within traffic safety corridors...
To limit new problems arising related to land, the Director of the Department of Natural Resources and Environment requested localities to announce land use planning and plans to improve land use efficiency and build new rural areas, restructure agricultural and non-agricultural land use; and closely manage approved planning and plans.
Mr. Vo Duy Viet also emphasized the role and responsibility of local authorities in detecting and handling violations in the field of natural resources and environment; where violations are closely monitored, detected and strictly handled, there will be effective management of natural resources and environment.
