Nghe An - a bright spot in developing production of OCOP products

- PVSir, could you please tell us the development results of OCOP products in Nghe An after more than 3 years of implementation?

Mr. Nguyen Ho Lam: The "One Commune One Product" program, abbreviated as (OCOP), is a relatively new program. We are implementing it under extremely difficult conditions: low starting point, impact of the Covid-19 pandemic, limited resources, while the awareness of some cadres, party members and people is initially limited, administrative procedures are still cumbersome, and policy mechanisms are not timely.

However, with the attention and leadership of the central ministries and branches; with the high political determination of the Party Committee and the government, the drastic participation of the entire political system from the province to the grassroots. Especially the consensus and response of businesses and people. Up to now, the program has really come into life, creating a great spread, affirming that this is a policy that is in line with the Party's will and the people's will.

After 3 years of implementation, up to now Nghe An province has had 249 products meeting the standards.3-star OCOPor more, including 01 product with the potential to reach the national 5-star level and 04 upgraded products, ranked 03rd in the country (after Hanoi and Quang Ninh) and voted 1 of the 10 outstanding results in 2021 of the province, contributing to the successful implementation of the goals of building new rural areas. Up to now, the whole province has had 299/411 communes meeting new rural standards, reaching 72.7% and 7 district-level units completing the task of building new rural areas.

With the above results, we can draw the following lessons: Where there is leadership and direction, especially the role of leaders at all levels, resolutely, regularly and continuously; the participation of the entire political system, the determination of enterprises, cooperatives and households to rise up to become reputable producers and traders with brands in the market are the factors and driving forces to promote the development of the OCOP program and vice versa.

PV:Please let me knowWhat is the current policy to encourage the development of cooperation and linkage in the production and consumption of agricultural products?

Mr. Nguyen Ho Lam: The policy in Decree 98/2008 is the general legal basis for localities to promulgate specific details to suit the practical situation of each locality when implementing the OCOP program. In Nghe An, the policy is specified in Resolution No. 13/2018/NQ-HDND dated December 12, 2018 of the Provincial People's Council regulating the policy to encourage the development of cooperation and association in the production and consumption of agricultural products in Nghe An province, including the following 4 support contents:

- 100% support for link building consulting costsmaximum of 200 million VND for the joint host;

- Support 30% of infrastructure for linkage, maximum not exceeding 4 billion VND/project or linkage contract;

- Support 100% of the cost for training and vocational training of contracts and joint projects and 50% of the cost of seeds, materials, packaging, and product labels for 02 production cycles;

- Support 40% and not more than 300 million VND for the cost of transferring scientific and technological applications, applying technical processes and synchronous quality management;

After nearly 4 years of implementing Decree No. 98/2018/ND-CP and Resolution No. 13/2018/NQ-HDND of the Provincial People's Council, up to now, our province has had 30 Projects/Plans for linking production and product consumption in 8 districts and towns, with a total support budget from 2019 to 2022 of more than 40 billion VND. The total number of households participating in the Projects/Plans is 8,656 households, the total scale of linkage implementation is 2,844 hectares.

Thanks to that, there are 6 cooperatives with OCOP products including: Pu Mat Medicinal Herbs Cooperative, Nam Kim Lemon Production & Processing High-Tech Agricultural Cooperative, Bac Sen Agricultural Cooperative, Hoang Mai Nghe An Clean Agricultural Products Cooperative, Quyet Tien Agricultural Cooperative Vinh Hoa Herbal Rice...

Up to now, we have the basis to affirm that in agricultural production, linkage is the key to help develop modern agriculture, shifting from agricultural production to agricultural economic development, ensuring the harmony of interests of participating entities, contributing to improving the efficiency and role of state management in the economy.

PV:Nghe An Provincial People's Council also approvedResolution 25/2020/NQ - HDND dated December 13, 2020 of the Provincial People's Councilprescribes a number of support and reward policies for implementing the OCOP program in the province, period 2021 - 2025. Specifically, what are those policies, sir?

Mr. Nguyen Ho Lam:The support policies in Resolution 25/2020/NQ - HDND dated December 13, 2020 of the Provincial People's Council include 04 main policies:

- Support 50% of the total cost of purchasing machinery, equipment, technology transfer, scientific and technical advances in the production of OCOP products, but not more than 500 million VND/production and business establishment and only support once for the entire period (2021 -2025);

- Support 50% of the total cost of construction, repair, purchase of equipment for preservation and decoration of points for units introducing and selling OCOP products, but not exceeding 300 million VND/point introducing and selling OCOP products and only support 01 point for each district, town and a maximum of 02 points for Vinh city in the period 2021-2025;

- Support 50% of total design costs, purchase of commercial packaging, purchase of product labels, but not more than 50 million VND/product and supported for each star upgrade;

- Rewards for each OCOP product that achieves 3 stars or higher, with the following reward levels:

a) 3-star rated products: Reward 30 million VND/product;

b) 4-star rated products: Reward 40 million VND/product;

c) 5-star rated products: Reward of 80 million VND/product.

In addition, according to Circular 08 of the Ministry of Finance, it is allowed to integrate project programs such as: New Rural Program; Decree 52 (June 2019); Resolution 13 on linkage; Resolution 06 (craft villages; Resolution 18/2021 on rural agricultural development).
