Nghe An: 784 surplus commune-level officials and civil servants when implementing Decree 34
(Baonghean.vn) - According to statistics from the Department of Home Affairs, the whole province will have 784 redundant commune-level officials and civil servants due to the implementation of Decree No. 34/2019/ND-CP. The province is currently developing a support policy for these people when they retire.

According to Decree No. 34/2019/ND-CP dated April 24, 2019 of the Government regulating the number of commune-level cadres and civil servants, administrative units of type I are allowed to have a maximum of 23 people, type II are allowed to have a maximum of 21 people and type III are allowed to have a maximum of 19 people.
Thus, in accordance with Decree No. 34/2019/ND-CP compared to Decree No. 92/2009/ND-CP dated October 22, 2009 of the Government (type I administrative units are arranged with a maximum of 25 people, type II with a maximum of 23 people and type III with a maximum of 21 people), each commune, ward and town has a surplus of 2 people.
And in fact, according to the review and statistics of the Department of Home Affairs, in 460 communes, wards and towns in the province, there are 784 redundant commune-level officials and civil servants when implementing Decree No. 34/2019/ND-CP.
In addition to the surplus due to the implementation of Decree No. 34/2019/ND-CP, at the commune level, there is currently a surplus of 1,810 deputy police chiefs and permanent police officers when implementing the policy of arranging regular police officers to take on the positions of commune-level police.

Based on the advice of the Department of Home Affairs, the Provincial People's Committee has drafted a Resolution on support policies for redundant commune, ward and town officials and civil servants due to the implementation of Resolution No. 34/2019/ND-CP dated April 24, 2019 of the Government and deputy police chiefs and permanent police officers in communes and towns who are redundant due to the arrangement of regular police officers to communes and towns in the province.
This draft Resolution will be presented at the 15th session of the 17th Provincial People's Council, scheduled to open on July 20.
The draft sets out three principles of support. In the case of holding multiple positions, only the position with the highest level of support will be supported. The support period is calculated in full according to the principle that 1 month to 6 months is counted as ½ year and 6 months to 12 months is counted as 1 year. The working time to calculate support is the continuous working time (without interruption) until the date of resignation.
Expected support level
- Support level for redundant officials and civil servants implementing Decree No. 34/2019/ND-CP:
In addition to enjoying the policies on streamlining payroll as prescribed in Resolution No. 108/2014/ND-CP, dated November 20, 2014, Decree No. 113/2018/ND-CP, dated August 31, 2018 of the Government and other policies as prescribed by law, people who quit their jobs are supported as follows:
+ Support 3 months of salary for each year of early retirement for cadres and civil servants aged 55 or older for men, 50 or older for women, with 20 years or more of social insurance contributions; cadres and civil servants aged 50 or older for men, 45 or older for women, with 20 years or more of social insurance contributions, including 15 years of work in a place with a regional allowance coefficient of 0.7 or more.
+ Support for each year of work with social insurance payment equal to 1 month of current salary for cases of immediate termination.
- Support level for deputy police chiefs and permanent police officers at the commune level due to the implementation of the policy of arranging regular police officers to take on commune-level police positions:
+ In addition to the regime and policies enjoyed according to the provisions of Decree No. 73/2009/ND-CP, dated September 7, 2009 of the Government detailing a number of articles of the communal police ordinance and other policies according to the provisions of law, each year of work is supported with 1 month of current allowance (maximum support not exceeding 15 months).
