Nghe An focuses on speeding up construction progress of the North-South expressway, Nghi Son - Dien Chau section

On the construction siteNghi Son - Dien Chau Expressway, the construction atmosphere is urgent, the sound of bulldozers, excavators, dump trucks... busily coming in and out to transport materials for the bustling construction.
A representative of Tan Nam Construction Joint Stock Company said: The construction unit of the joint venture package XL04, from km 424 +720 to km 429 +200 and the intersection of Dien Cat commune (Dien Chau). Taking advantage of the dry weather after the rain, the unit has mobilized maximum labor and machinery to focus on construction items. Currently, more than 7 km of public road through Dien Dong commune has been constructed, 1.5 km of normal excavation and filling has been carried out, and sand well construction on the route and other items are continuing.
It is known that the XL04 package from (km 419+600 - km 430+000) with the participation of 3 contractors has the largest construction volume.

In addition, the contractor of package XL02 (km 389+900 - km 405+000) with Hoa Hiep Company as the joint venture leader is also urgently constructing the bored pile project of the overpass at the intersection of Quynh Vinh commune.(Hoang Mai town). The construction of the service road and the overpass across Quynh Vinh has been completed...
For the XL01 package, road and tunnel construction is carried out in difficult conditions, on steep mountain terrain bordering Hoang Mai town (Nghe An) and Thanh Hoa province. Construction units are working day and night to dig mountains and drill tunnels to ensure progress.
The representative of Son Hai Group Co., Ltd. (head of the joint venture package) said: According to the design, this package is more than 9 km long, of which Truong Vinh tunnel (double tunnel) is 450 m long. Currently, the construction unit has deployed 2 teams, the South team and the North team; each team has more than 40 people with modern equipment and machinery, and has dug the tunnel entrance to reach 80,000/285,000 m.3. The tunnel is expected to open by the end of November.

In addition, the XL03 package from (km 405+000 - km 419+600) in Do Thanh commune (Yen Thanh) to Quynh My commune (Quynh Luu), has currently constructed 18/50 bored piles for Quynh Luu bridge, 4/60 bored piles for Gia Hoi bridge, and removed 130,000/239,124.23 m of surface layer.3Currently, contractors are constructing the main route, removing the surface layer, filling with K90 sand, constructing service roads, public roads, and gathering supplies and materials.
During the construction of the highway, Project Management Board 6 directed the contractors to install full road traffic safety signs, markers, barriers, and traffic lights on the construction site to ensure traffic safety. At intersections, workers were assigned to clean up fallen rocks and soil, and road watering trucks were assigned to minimize dust.

The representative of Project Management Board 6 said: The Nghi Son - Dien Chau Expressway project is divided into 4 construction packages, XL01, XL02, XL03, XL04, with the construction contract to be implemented from July 2-29. The above contractors all meet the requirements of the Ministry of Transport in terms of capacity, machinery, equipment, finance, and especially have experience in building expressways.
During the project implementation, despite facing many difficulties such as the impact of the Covid-19 pandemic, floods, and difficulties in transporting materials and machinery to the construction site. However, with determination and efforts, Project Management Board 6 has urged and directed the construction unit to take advantage of favorable weather to speed up progress; There are solutions to compensate for the slow progress due to the impact of rains on the construction site such as overtime, increasing vehicles, equipment, and human resources on the construction site. Priority is given to speeding up the service road to soon put it into use to serve the construction of the expressway, limiting the transfer of materials through residential roads.

Project Management Board 6 also regularly meets with the bid packages to promptly resolve problems and urge progress. At the same time, it is necessary to ensure safety against epidemics, establish and maintain green construction sites...
Up to now, the project is simultaneously implementing more than 30 construction points on the route, with more than 800 engineers and workers on site, more than 200 excavators, bulldozers, and pile drilling equipment operating day and night, with an estimated output value of 67.48/4,729 billion VND (1.43%).
To implement the project to meet the required progress, Nghe An province has regularly directed and resolved difficulties and problems. Currently, the site clearance along the route has been completed for 41.38km/43.47km, reaching 95.19%.
However, the project progress is still slow, one of the reasons is that the site clearance work still has 169/4,859 households that have not handed over the site. Specifically, Hoang Mai town still has 138 households in Quynh Vinh and Quynh Trang communes that have not handed over the construction site.Project Management Board 6 is actively working with the Hoang Mai Town Land Acquisition Council to propagate and mobilize households. Up to now, 60 households have agreed to receive compensation.
In Quynh Luu district, there are still 7 households and districts.Yen Thanh8 households, Dien Chau district 16 households, the above households have not agreed to the compensation plan, questioned the compensation price.

At a recent online conference with ministries, branches and localities to check the progress of the North-South Eastern Expressway, Deputy Prime Minister Le Van Thanh emphasized: The expressway project is a national priority, the Government makes the most of the preferential policies allowed to help localities. Therefore, localities need to take more drastic action, together with ministries, branches and contractors to promptly remove difficulties and obstacles to bring the project to the finish line ahead of schedule.
Currently, Nghe An is directing localities where the expressway passes through, especially Hoang Mai town, to mobilize the entire political system to propagate and encourage people to hand over the site as soon as possible, ensuring that by November 30, 2021, the handover of the site assigned by the Government must be completed.
