Nghe An: 23 targets of the 18th Provincial Party Congress Resolution are expected to be achieved and exceeded.

On the morning of July 17, the Provincial People's Committee held a meeting to listen to and give opinions on the results of 5 years of implementing Resolution No. 26-NQ/TW of the Politburo on the direction and tasks for developing Nghe An province until 2020; reviewing 2.5 years of implementing the Resolution of the 18th Provincial Party Congress and the 12th National Party Congress.

According to the assessment of the Provincial People's Committee, after 5 years of implementing Resolution 26 of the Politburo and 2.5 years of implementing the Resolution of the 18th Provincial Party Congress, Nghe An's economy continues to grow and shift in the right direction.

Investment attraction has had many positive changes, attracting many large and key projects to create momentum for socio-economic development; the number of enterprises has grown rapidly, and the provincial competitiveness index has improved significantly.

Mobilizing resources for investment to create breakthroughs in transport infrastructure, irrigation, education, healthcare, urban areas, and new rural programs exceeded the set targets.

There has been much progress in the cultural and social fields, and the material and spiritual life of the people has been improved. National defense and security have been maintained, social order and safety have been ensured, and many aspects have changed positively.

Of the 26 targets of the 18th Provincial Party Congress Resolution, it is expected that 2 targets will exceed the target; 21 targets will be achieved and 3 targets are expected to be difficult to achieve, including: Average GRDP growth rate; GRDP per capita and budget revenue.

Mr. Nguyen Van Do - Director of Department of Planning and Investment added information:

The Congress set an average annual GRDP growth rate of 11%, but the average GRDP growth rate for 2016-2018 only reached 8%.

Regarding GRDP per capita, the target for 2020 is equal to the national average of 70-75 million VND. However, the estimate for 2018 was 38 million VND, and it is expected that in 2020 it will only reach 46-47 million VND.

Budget revenue, targeted to reach 25,000-30,000 billion VND by 2020, but by 2018 it was only estimated to reach 13,500 billion VND, and expected to reach only about 18,000-20,000 billion VND in 2020.

Vice Chairman of the Provincial People's Committee Huynh Thanh Dien suggested that the report should clearly assess the targets that are difficult to complete or cannot be completed. From there, evaluate the causes and propose some specific solutions.

Sharing the same view, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa said that the 3 difficult targets to achieve are 3 very important targets, the "backbone" of the Provincial Party Congress Resolution. The mid-term report needs to specifically evaluate and propose more specific and fundamental solutions.

To remove difficulties in implementing difficult targets, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa suggested that in the proposal to report on 5 years of implementing Resolution 26 of the Politburo, it is necessary to propose to the Government to soon realize 3 international issues that have shaped Nghe An including: international border gates, international airports and international seaports to promote investment attraction for economic development; at the same time, propose to the Government to allow the Southeast Economic Zone to enjoy the mechanisms and policies of the Key Economic Zone.

Director of Nghe An Customs Department Chu Quang Luan analyzed: The total budget revenue of the province includes domestic revenue and import revenue, so there needs to be a solution to increase the proportion of revenue from import and export activities to increase revenue in the area.

"To increase the proportion of export and import revenue, the province needs to have synchronous investment solutions in infrastructure, airports, seaports, and border gates to reduce transportation costs for businesses" - the head of Nghe An Customs proposed.

Colonel Nguyen Huu Cau - Director of the Provincial Police Department suggested: The Department of Planning and Investment needs to evaluate the effectiveness of foreign direct investment (FDI) in contributing to the budget and economic growth; thereby advising the Provincial People's Committee to increase investment attraction in this field.

Concluding the meeting, the Chairman of the Provincial People's Committee highly appreciated the content of the draft report; the quality of the comments, emphasizing specific content, closely following the tasks.

Chairman of the Provincial People's Committee Nguyen Xuan Duong emphasized that Resolution 26 of the Politburo clearly stated the development of Vinh City into the center of the North Central region. Therefore, the report needs to evaluate the role and position of Vinh City in terms of the contents that have been implemented, have not been implemented and solutions to implement the Resolution in the coming time.

Chairman of the Provincial People's Committee Nguyen Xuan Duong also requested to clearly evaluate the results of building the province's three key economic zones; on major, important projects, FDI projects invested in the area in the past time. Regarding the proposed recommendations in the report, the Chairman of the Provincial People's Committee proposed to rearrange the order of recommendations according to problem groups; supplement some proposed contents according to comments from departments and branches.

Comrade Nguyen Xuan Duong requested that the sectors need to ask for opinions from ministries and vertical sectors on the implementation of Resolution 26 of the Politburo.
