Nghe An plans to invest 1,037 billion VND to upgrade fishing logistics infrastructure.

(Baonghean.vn) - At a recent working session with the working delegation of the Ministry of Agriculture and Rural Development and the Directorate of Fisheries, Nghe An proposed the Central Government to support the implementation of the sustainable fisheries infrastructure development project until 2025 and the following years.

Accordingly, 6 projects with a total investment capital of nearly 1,037 billion VND that Nghe An proposed for the Ministry of Agriculture and Rural Development to pay attention to and support include:

1. Projectsustainable aquaculture developmentfrom World Bank loan capital WB 500 billion VND;

2. Project to build and upgrade fisheries service infrastructure in Lach Lo, Nghi Loc district and Cua Lo town 150 billion VND;

3. Project to build and upgrade fisheries service infrastructure in Lach Van, Dien Bich commune (Dien Chau) with capital of 100 billion VND;

4. Upgrade projectLach Quen fishing port(Quynh Luu) The total amount of 103 billion VND has been included in the medium-term investment plan for the period 2016-2020, but due to difficulties in capital sources, it has not been arranged for implementation;

5. Lach Quen fishing wharf upgrade project in Quynh Nghia and Quynh Luu communes with a total investment of 100 billion VND;

6. Project to upgrade the storm shelter anchorage area for fishing boats in Lach Van, Dien Chau district, 84 billion VND.

Nghe An currently has 6 ports serving the fishing industry: Lach Lo, Cua Hoi, Lach Van, Lach Thoi, Lach Quen and Lach Con, of which Cua Hoi Port has been invested to meet level 1 standards; Lach Thoi, Lach Con and Lach Quen Ports are being invested to meet level 2 standards, Lach Lo and Lach Van Ports are being proposed for investment so they have not been ranked.

Currently the province has 4/4 ports already in operation.port opening announcementAccording to regulations, 2/4 ports, Cua Hoi and Quynh Phuong, are designated to have a complete system to determine the origin of aquatic products from exploitation; 2 ports, Lach Van and Lach Lo, are being proposed for investment and upgrading.

Previously, according to Resolution No. 35/NQ-HDND dated December 12, 2019, the Provincial People's Council approved the investment policy of the Project to build fisheries service infrastructure at Lach Quen with a total investment of 200 billion VND to renovate, upgrade and expand the wharf with a length of 462m, build a new wharf with a length of 45m to serve ships anchoring in Quynh Thuan commune; build a dyke combined with a ship anchoring wharf, with a length of 272.57m; dredging the channel and a signal buoy system with a length of 3,579m.

To date, the project has been approved for bidding, is submitting for construction drawing design appraisal and is expected to begin selecting a contractor in November 2021; the contract will be signed in December 2021 and construction is expected to last 11 months until handover in December 2022.

A representative of Nghe An Fishing Port Management Board said: In the past 3 years, thanks to the investment in upgrading and announcing the port, the inspection and supervision of fishing vessels entering and leaving the port has become more and more convenient and better. The rate of notification by fishermen before the vessel arrives or leaves the port is from 80-90%, the rate of monitoring the output loaded and unloaded through the port is increasing.

If in 2019 it only reached 30-40%, in 2020 it increased to 50-60% and in the first 10 months of 2021 the rate reached 80-90%; 100% of fishing vessels, especially vessels with a length of 24m or more, entering and exiting the estuary are allowed.check, controlaccording to regulations./.
