Nghe An: Plan to invest more than 356 trillion for industrial development
(Baonghean.vn) - Nghe An province has just drafted an industrial development plan until 2025, taking into account 2030, according to which the expected capital demand is 356.7 trillion VND.

On the morning of October 24, under the chairmanship of comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee continued its regular meeting in October 2017 to listen to and give opinions on important contents. Attending were comrades Vice Chairmen of the Provincial People's Committee; members of the Provincial People's Committee, leaders of relevant departments and branches.

The meeting listened to and commented on the draft industrial development plan of Nghe An province until 2025 with a vision to 2030.
According to the draft, Nghe An will focus resources on achieving the goal of soon turning the locality into an industrial province with a synchronous economic - cultural - social foundation and infrastructure; the proportion of industry - construction in the province's total social product will increase from 32.3% in 2016 to 40-41% in 2020 and 47-48% in 2025; contributing to shifting the province's economic structure towards industrialization and modernization with high level and quality.
Developing Nghe An industry in a modern direction, associated with sustainable environmental protection on the basis of prioritizing the selection of fields with high technology content, clean industry that does not pollute the environment.

Nghe An province will focus on developing: Construction materials manufacturing industry; Agricultural, forestry, fishery and food processing industry; Planning for the development of mechanical and metallurgical industries (including products supporting the mechanical industry); Textile and garment, leather and footwear manufacturing industry (including industries supporting the development of the industry);
Planning for the development of the chemical industry; Electrical - electronic, information technology industry (including supporting industries for industry development); Energy industry, water production and distribution; Beverage production industry (Wine - Beer - Beverages); Planning for the development of the mineral exploitation and processing industry...

Accordingly, the capital demand for industrial development planning until 2025, taking into account the year 2030, is expected to be 356.7 trillion VND, of which: The period until 2020 is expected to be 119.9 trillion VND, the period 2021 - 2025 is 236.8 trillion VND.
Regarding this content, the opinions of the delegates attending the meeting basically agreed, the Department of Industry and Trade updated new factors, ensuring sustainable development, planning implementation in an open direction. In particular, paying attention to beer products, it is necessary to consider after 2025 for construction materials, pharmaceutical industry... Other contents follow the Central's orientation.

Concluding this content, the Chairman of the Provincial People's Committee said that the draft was prepared quite carefully, basically agreed, suggested that the Department of Industry and Trade absorb the comments, and base on the congress resolutions, Resolution 26 of the Politburo, statistical data to complete the draft content, prepare a submission for approval by the Provincial People's Council.
Next, the delegates listened to and commented on the draft resolution of the Provincial People's Council regulating a number of levels of business trip expenses and conference expenses in Nghe An province; the draft resolution of the Provincial People's Council regulating the levels of expenditure for statistical surveys decided by the Chairman of the Provincial People's Committee; the draft resolution of the Provincial People's Council regulating the level of funding to ensure the monitoring and social criticism activities of the Vietnam Fatherland Front Committee and socio-political organizations in the area; the draft decision to replace Decision No. 64/2014/QD-UBND dated September 23, 2014 promulgating the price list of compensation for aquatic crops and livestock and moving graves in Nghe An province.

Delegates also listened to and gave their opinions on the Draft Resolution of the Provincial People's Council on implementing the School Milk Program for the 2018-2020 period; the Draft Resolution of the Provincial People's Council stipulating principles, criteria, and norms for allocating the central budget and the proportion of local counterpart funds to implement the national target program on sustainable poverty reduction for the 2017-2020 period;
Also this morning, the Department of Agriculture and Rural Development reported the following drafts: Draft resolution of the Provincial People's Council on policies to support investment in agricultural and rural development in the province; Draft resolution of the Provincial People's Council regulating fees for selection and recognition of mother trees, seedling trees, forestry nurseries, and seed forests in the province and the project to reorganize and innovate agricultural and forestry companies.
This draft policy to support agriculture and rural areas has expanded the support objects, in which priority is given to large-scale production, applying high technology, and at the same time removing support for some policies that are no longer suitable such as: support for multi-function plows, building low-capacity fishing boats and cold storage tanks on fishing boats... Comments suggest adding support objects: biological products to treat pesticide residues; appropriate mechanisms for the development of medicinal plants.
Concluding these contents, Chairman of the Provincial People's Committee Nguyen Xuan Duong basically agreed and requested the sectors to complete the draft based on the delegates' comments to submit to the Provincial People's Council for approval.
Regarding the project to reorganize and renovate agricultural and forestry companies, the Chairman of the Provincial People's Committee said that joint ventures and associations to renovate and reorganize agricultural and forestry farms are good options, but it is necessary to maximize joint ventures and associations with farmers so that farmers can still keep their land and supply products to businesses. He requested the Department of Agriculture and Rural Development to complete the project and approve it to the Provincial Party Committee at the next meeting.
