Nghe An plans to merge 4 centers into the Investment Promotion and Support Center.

Currently, investment promotion, trade promotion, and tourism promotion activities play an important role in improving the investment and business environment; developing domestic and foreign markets and products to boost exports; promoting the investment and business environment, promoting domestic and foreign tourism, and developing tourism in the province. All three areas of activity have contributed to the socio-economic development of the province.

Some functions and tasks still overlap between the Centers; the apparatus is cumbersome, operating efficiency is not high; one task has many focal points.

According to the draft, the merger of the Center for Enterprise Support and Development (under the Department of Planning and Investment), Trade Promotion Center (under the Department of Industry and Trade), Tourism Promotion Center (under the Department of Tourism) into the Nghe An Provincial Investment Promotion and Support Center under the Provincial People's Committee will simplify the apparatus, forming a single focal point agency of the province operating professionally in the fields of investment promotion and support, trade and tourism. At the same time, it will receive direct guidance from the Provincial People's Committee, thereby shortening the time for directing and implementing tasks,... creating maximum favorable conditions for investors, individuals, domestic and foreign organizations when they need to learn about investment, investment support consulting as well as about trade and tourism activities in Nghe An province to access quickly, promptly and effectively.

The principle of unification iscLevel 2 public service units (Center for Enterprise Support and Development under the Department of Planning and Investment, Center for Tourism Promotion under the Department of Tourism, Center for Trade Promotion under the Department of Industry and Trade) are merged with level 1 public service units (Provincial Center for Investment Promotion and Support under the Provincial People's Committee).

After the merger, the Centers will cease operations and transfer their functions, tasks, powers, materials, human resources, and funding to the new unit.

Based on the existing staffing of all 4 units (including contract 68, attraction contract) to arrange according to job positions, resolve the regime according to regulations for related cases (retirement age, not meeting job requirements), ensure not to exceed the total staffing approved for the units before the merger and implement the staff streamlining roadmap until 2021.

The new name is expected to be the Center for Promotion and Support of Investment Development of Nghe An Province. This is a public service unit with revenue under the People's Committee of Nghe An Province, under the direct direction of the Chairman of the People's Committee of the Province. The Center has legal status, a seal and is allowed to open accounts at the State Treasury and the Bank to operate in accordance with the law.

It is expected that the Center's staff after the merger will include 39 staff, including 36 civil servants and 03 contract workers (reducing 4 existing staff). The Center will have 1 Director and 2 Deputy Directors. According to the plan, the new center will be launched in 2019.
