In particular, Que Phong district was chosen as a pilot unit of the province. The personal identification number was created to act as a "key" for state agencies to exploit information from the National Population Database when handling administrative procedures for people in the future.
Unlike the first time he registered the birth of his first child, when he came to register the birth of his second child at the People's Committee of Kim Son town, Mr. Nguyen Van Khai in Block 2 of Kim Son town, Que Phong district, was guided by the Justice officer of the People's Committee of the town to fill out a new form to issue a personal identification number for his son. The citizen identification number was created to act as a "key" for state agencies to exploit information from the National Population Database when handling administrative procedures for citizens. When handling administrative procedures for citizens, management agencies only need to rely on the personal identification number to exploit and look up basic information of citizens without requiring citizens to provide photocopies, notarizations or certifications as well as related documents to prove personal information.

Personal identification numbers together with citizen identification numbers form an electronic civil status database that will facilitate the implementation of citizens' rights related to civil status and the state's rights in population management.
Nghe An is one of five provinces and cities (Hanoi, Ho Chi Minh City, Da Nang, Hai Phong and Nghe An) selected to pilot the electronic civil status software and issue citizen identification numbers when registering births for newborns. In particular, Que Phong district was selected as a pilot unit of the province. To facilitate the implementation of this work, the Justice Department of Que Phong district has assigned specialists in charge of managing civil status work, regularly monitoring the information updates of Justice - Civil Status officers of communes and towns to promptly detect errors (due to system errors) and make timely recommendations for adjustments.
Up to now, 14/14 communes and towns in Que Phong district and the People's Committee of Que Phong district have accessed, activated accounts and entered information into the electronic birth registration system, and issued personal identification numbers. As of June 30, 2016, the whole district has registered 690 cases of children being issued personal identification numbers, including 2 cases requiring information adjustment due to incorrect data entry by Justice - Civil status officers.

The provision of computers for Justice - Civil status officials has not received due attention. We hope that superiors will pay attention and create conditions for Que Phong district to continue to pilot the use of birth registration software and issue personal identification numbers in the near future.
