Nghe An: Nearly 43% of key provincial leaders are women

(Baonghean.vn) - The need to pay attention and have separate policies and mechanisms for women, especially female workers, rural women and girls... is one of the issues raised at the Conference to Summarize 10 Years of Implementing the Law on Gender Equality held on the morning of October 19.

Comrade Le Minh Thong, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Nguyen Bang Toan - Member of the Provincial Party Executive Committee, Director of the Department of Labor, Invalids and Social Affairs chaired the conference.

Also attending were comrade Nguyen Minh Sinh, member of the Provincial Party Executive Committee, Deputy Head of the Provincial Party Organization Committee.


Closing the gender gap

This is also one of the important goals since the Law on Gender Equality was born, focusing mainly on the fields of politics, economics, labor, employment, education and training, health, culture and information, and family.

In Nghe An, after 10 years of implementing the Law on Gender Equality, 16 targets of the National Strategy on Gender Equality of Nghe An province for the period 2011-2015, 2016-2020 have been achieved and exceeded the set plan.

Notable examples include the proportion of women participating in Party committees, the proportion of female National Assembly deputies, the proportion of departments, branches, sectors and People's Committees at all levels with key female leaders, the proportion of men and women with new jobs, the proportion of rural women under 45 years old receiving vocational and technical training; ensuring gender equality in accessing and enjoying health care services, ensuring gender equality in family life, gradually eliminating gender-based violence...

However, gender equality work is facing shortcomings due to inappropriate mechanisms and policies. Specifically, in personnel work, Mr. Le Dinh Ly, Deputy Director of the Department of Home Affairs, said: The current regulations on the age of first appointment to the position of deputy head of district level and equivalent for female cadres are still inadequate and not suitable to the actual situation. The regulations also discriminate between men and women by age, reducing the opportunities for female cadres and not creating an environment for equal striving with men.

Reporting at the summary conference, Mr. Vi Ngoc Quynh, Deputy Director of the Department of Labor, War Invalids and Social Affairs, also shared the difficulties and obstacles in the implementation of the provisions of the Law on Gender Equality. One of the main reasons is that there are not enough sanctions strong enough to force agencies and units to carry out the work of training, fostering, planning and appointing female cadres in agencies and units.

In addition, many localities still lack attention and investment of resources for gender equality activities; investment resources for gender equality work are not much, especially in the field of vocational training and job introduction; some women are still self-conscious, have a mentality of acceptance, and are not bold enough to strive to create trust...

Building priority policies on gender equality

Speaking at the Conference, Vice Chairman of the Provincial People's Committee Le Minh Thong affirmed: After 10 years of implementing the Law on Gender Equality, gender equality work has achieved many remarkable results. Thereby, awareness of gender and gender equality of each individual, family and community has been raised. In addition, thanks to the effective integration of gender equality goals and targets into the province's development plan, it has contributed to promoting socio-economic growth in the area with remarkable steps.

In the coming years, to improve the quality and effectiveness of the implementation of the Law on Gender Equality, gender equality work and VSTBPN activities, the Vice Chairman of the Provincial People's Committee requested units to strengthen the leadership of Party committees and authorities at all levels in gender equality work.

In addition, it is necessary to review the situation of female cadres participating in leadership at all levels and in all sectors to strengthen consultation and recommendation of personnel in agencies and units that meet the standards to participate in leadership and management positions at all levels...

Research and advise on the issuance of documents directing and guiding the effective implementation of the Law on Gender Equality, the National Strategy on Gender Equality of Nghe An province for the period 2016-2020 and policies and laws related to gender equality, paying attention to subjects such as female workers, rural women and girls...

According to the synthesis of the Department of Labor, War Invalids and Social Affairs: Currently, the percentage of female cadres participating in Party committees at the provincial level accounts for 11.30%; at the district level 16.66%; at the commune level 20.6%; the percentage of female delegates participating in the 14th National Assembly is 30.8%; the percentage of female delegates participating in the People's Council at the provincial level is 27.5%, at the district level is 29.2%, at the commune level 28.1%; the percentage of departments, branches, sectors and People's Committees at all levels with key female leaders at the provincial level is 42.86%, at the district level 76.19%, at the commune level 34.38%.
