Nghe An urgently completes grassroots trade union congresses

Many units "reached the finish line" of grassroots congresses

Nghe An Provincial Federation of LaborCurrently manages 2,875 grassroots trade unions under 29 direct superior trade unions. According to the initial plan, the time for holding grassroots congresses is to be completed before May 31, 2023; the direct superior trade union is to be completed before July 31, 2023; the 19th Congress of Nghe An Provincial Trade Union, term 2023 - 2028 is to be completed before October 31, 2023.

However, on March 3, the Vietnam General Confederation of Labor announced the selection of Nghe An to organize the provincial congress for the 2023-2028 term in the North Central provinces. In response to the urgent time requirement, the Provincial Confederation of Labor issued a document urging trade unions at all levels to speed up the progress to meet the time and necessary conditions to organize the congress as directed by superiors.

In Thai Hoa town, the town's Labor Federation has closely followed the implementation process at grassroots unions and focused on directing the early organization of congresses in schools, communes, and administrative units. By the end of March 28, 71/71 grassroots unions in the town had completed their congresses, reaching 100%, nearly 1 month earlier than the direction of the Provincial Labor Federation.

Ms. Phan Thi Thanh Thuy - President of Thai Hoa Town Labor Federation said: "With careful preparation in selecting personnel, the election of the executive committee at the congresses always ensures concentration and democracy with a voting rate of 87% or more. To ensure the quality of the congress organization, the Standing Committee of the District Labor Federation assigned staff and established inspection teams at all stages to promptly guide the preparation work closely, carefully and fully."

The Nghe An Provincial Civil Servants' Trade Union is also a grassroots unit that has well directed the organization of grassroots union congresses, with 100% of units having completed the congress. According to Mr. Nguyen Cong Danh - Chairman of the Provincial Civil Servants' Trade Union, to achieve this result, experienced and dedicated cadres were assigned to preside over the implementation of tasks with a specific time schedule. After attending the model congress, the units organized their own experience to implement them appropriately for their units. The directions, tasks, and targets for the new term must closely follow the key tasks of the industry in order to continue to effectively implement the policy of fundamental and comprehensive innovation in education and training. The process of implementing the congress regularly reported to the same-level Party Committee to promptly resolve any difficulties and problems that arose.

According to the report of the Provincial Federation of Labor, by April 4, more than 1,500 grassroots trade unions had completed the organization of congresses. In particular, the district, city, town Labor Federations and industry trade unions actively directed the grassroots trade union congresses: Thai Hoa Town Labor Federation, Do Luong District Labor Federation and Nghe An Civil Servants Trade Union, with the rate of grassroots trade unions completing the congresses reaching 100%.

In addition, there are units with a completion rate of grassroots union congresses reaching over 70%, such as Dien Chau District Labor Federation, Nghia Dan District Labor Federation, Thanh Chuong District Labor Federation, and Agriculture and Rural Development Trade Union.

Focus on completing the progress

According to the assessment of the Provincial Federation of Labor, the quality of direction and organization of grassroots trade union congresses in this term has been improved, many contents of documents and forms of organization of grassroots trade union congresses have been innovated, promoting democracy, concentrating intelligence, attracting the attention, participation and constructive contributions of many union members; and recognized by Party committees at all levels.

However, there are still some District, City, Town Labor Federations and Industry Unions that have not spent much time directing, guiding and assisting grassroots unions in organizing congresses, and have not spent much time reviewing congress documents for grassroots unions.

In addition, some district, city, town Labor Federations and Industry Trade Unions are slow in directing grassroots union congresses, leading to a low rate of affiliated grassroots unions completing their congresses, such as Quynh Luu District Labor Federation, Cua Lo Town Labor Federation, Transport Industry Trade Union, Construction Industry Trade Union, etc.

In particular, for the Construction Trade Union, up to this point, only 1/22 grassroots trade unions have completed their congresses. Ms. Nguyen Thi My Hanh - President of the Nghe An Construction Trade Union said: "The progress of implementing the grassroots trade union congresses is slow due to many objective difficulties, mainly concentrated in the grassroots trade unions of enterprises when production and business are stagnant in the context of the sluggish real estate market; many union members and employees have had their working hours reduced, their labor contracts suspended, unpaid leave; their labor contracts terminated... However, the Industry Trade Union is still trying to direct and urge units to complete their congresses this April."

The 2023-2028 term trade union congress is a broad political activity, a festival for cadres, union members and trade union organizations, and at the same time a key task in 2023 for trade unions at all levels. With the determination to complete the grassroots congress in April to prepare the best conditions for organizing the congress at the higher level directly at the grassroots level and towards the 19th Provincial Trade Union Congress, term 2023-2028 in July, trade unions at all levels in the province are highly focused on this task.

Comrade Kha Van Tam - Member of the Provincial Party Executive Committee, Chairman of the Nghe An Provincial Labor Federation emphasized: “In order for the trade union congresses at all levels to be organized in accordance with regulations and progress and soon move towards the 19th Nghe An Provincial Trade Union Congress, term 2023-2028, trade unions at all levels need to seriously review, deploy, and develop plans and contents of the congress. In the process of preparing for the congress, trade unions at all levels must seek the help and facilitation of the authorities and professional colleagues; develop specific and tight documents and programs for the congress. In particular, in the process of developing personnel plans, it is necessary to closely follow the new directives of the Central and the province.”
