Nghe An: Well-resolving policies and regimes for redundant cadres, civil servants and public employees after the merger
That is one of the tasks and solutions proposed by the Standing Committee of Nghe An Provincial Party Committee in the Conclusion on promoting administrative reform in Nghe An province for the period 2021 - 2030.

The Provincial Party Standing Committee has just issued a Conclusion on the results of 3 years of implementing Resolution No. 05-NQ/TU, dated December 14, 2021 of the Provincial Party Executive Committee on promoting administrative reform in Nghe An province for the period 2021 - 2030.
According to the assessment of the Provincial Party Standing CommitteeAfter 3 years of implementing Resolution 05-NQ/TU of the Provincial Party Committee on promoting administrative reform in Nghe An province for the period 2021 - 2030, the following outstanding results have been achieved::
The work of disseminating, propagating and disseminating the Resolution by Party committees, authorities, the Fatherland Front and socio-political organizations from the province to the grassroots level has been carried out promptly and effectively, with clear spread. The participation of the entire political system has been mobilized, fundamentally changing the awareness of cadres, party members, civil servants and public employees towards administrative reform; the leadership role of heads of Party committees at all levels has been promoted; the direction, management and operation of authorities at all levels has been more drastic and effective; the awareness, attitude and spirit of serving the people and businesses of cadres, party members, civil servants and public employees have changed positively.
Party committees and authorities at all levels have issued a complete system of documents to lead and direct the implementation of the tasks set out in the Resolution. Organized a summary of 10 years of implementing Directive No. 17-CT/TU; organized meetings and dialogues between the Standing Committee of the Provincial Party Committee and the team of heads and deputy heads of departments, agencies and branches at the provincial level, heads of Party committees and authorities at the commune level to promptly remove difficulties and obstacles... The leadership and direction of the Steering Committee for Administrative Reform and the Steering Committee for Digital Transformation at all levels and branches have many innovations, focuses and key points, creating mechanisms, policies and a favorable investment and business environment for enterprises and investors, increasing investment attraction, promoting socio-economic development.
The inspection and supervision of the implementation of administrative reform has been carried out regularly, with quality and efficiency. Party committees and authorities at all levels have included the inspection and supervision of the implementation of the Resolution in the annual inspection and supervision programs of Party committees and inspection committees at the same level. The Fatherland Front and socio-political organizations at all levels have promoted their roles and functions of supervising the implementation of the Resolution.
The administrative reform tasks are led, directed and implemented with quality and efficiency. Every year, 1 topic and 7 units are selected to direct the pilot; Project No. 06/CP is well implemented. Nghe An is one of the provinces in the country that has completed the approval of the Job Position Project early. The Project on adjusting administrative boundaries and expanding the urban space of Vinh city has been well implemented; it is one of 16 provinces and cities in the country that has promptly submitted to the Central Government a plan to arrange administrative units at the district and commune levels for the period 2023 - 2025... Administrative procedure reform (hereinafter referred to as TTHC) is focused on and drastically implemented; TTHC is reviewed, time and document components are reduced to create the best, fastest and most favorable conditions for people and businesses.
Some of the Resolution's targets were achieved and exceeded, such as: The PAR Index (PARINDEX) and the people's satisfaction index with State administrative agencies (SIPAS) of the province in 2021, 2022, 2023 all increased (in the top 15 nationwide).
The results of administrative reform achieved after the Resolution was issued have contributed to promoting the socio-economic development of the province. The annual growth rate of gross regional domestic product (GRDP) has increased; for two consecutive years (2022, 2023), Nghe An has been in the top 10 provinces and cities attracting the largest foreign investment in the country; budget revenue for two consecutive years (2022, 2023) has been over 20,000 billion VND; the political, defense and security situation has been maintained.
In addition to the results achieved,The Standing Committee of the Provincial Party Committee also pointed out the limitations and shortcomings.:
The leadership, direction, and organization of the implementation of the Resolution in some agencies and units sometimes lacked determination; in some places, leaders have not identified and selected key and urgent tasks in administrative reform to focus on leading and directing.
The results of handling administrative procedures are sometimes slow in some places; the effectiveness of implementing the one-stop shop and inter-connected one-stop shop mechanisms in some agencies, units and localities is not high; the material facilities of the one-stop shop sections of communes in rural and mountainous areas do not meet the requirements.
The organizational structure of some agencies and units is not really streamlined; the assignment and decentralization in some areas are not synchronous; decentralization is not accompanied by inspection and supervision. The management of cadres, civil servants and public employees of some units and localities is not strict; inspection and disciplinary and administrative discipline in some places are not regular; some cadres, party members, civil servants and public employees still violate discipline and have to initiate cases and prosecute the accused...
The application of information technology to serve digital transformation has not met requirements; awareness of digital transformation in some agencies, units and localities is still limited. The exploitation of shared information systems for management and operation is not much; connection, interconnection and sharing of databases of some industries is still difficult; the construction of smart cities and smart operation centers (IOC) has not been implemented effectively.
Some indicators according to the Resolution's targets have not been achieved, such as: Public Administration Performance Index (PAPI); Provincial Competitiveness Index (PCI); Index of readiness for development and application of information technology (ICT - now replaced by the DTI index).
On that basis,The Provincial Party Standing Committee has proposed tasks and solutions for the coming time.:
Continue to lead and direct the implementation of Resolution No. 05-NQ/TU in conjunction with the implementation of Resolution No. 09-NQ/TU, Directive No. 17-CT/TU, Directive No. 23-CT/TU and regulations on discipline, administrative discipline, public ethics, exemplary responsibility, Party building and rectification, innovation, and organization and arrangement of the political system, streamlining, and effective and efficient operations.
Continue to resolutely, qualitatively and effectively implement the province's programs, projects and plans on administrative reform in conjunction with the implementation of Resolution No. 39-NQ/TW; Resolution No. 137/2024/QH15. Supplement and complete the system of legal documents of the province, serving the direction, management, socio-economic development, investment attraction, production and business in the province.
Continue to effectively implement regulations on setting examples for leaders and key leaders; raise awareness, innovate thinking, actions, working style, and modern management methods on the basis of promoting the application of digital technology; effectively implement digital transformation in agencies, localities, and units.
Timely publicize administrative procedures; review and recommend competent authorities to abolish unnecessary and unreasonable administrative procedures; promote administrative procedure reform towards simplification, time and cost reduction; effectively implement Project 06/CP according to the set plan. Prioritize investment in infrastructure for commune-level one-stop shops; improve service quality of the Provincial Public Administration Service Center and one-stop shops at all levels.
Continue to arrange and consolidate the organizational structure; complete regulations on assignment and decentralization, clearly define functions and tasks and strengthen supervision, inspection and examination after decentralization; innovate and improve the operational efficiency of public service units. Effectively implement the National Assembly's Resolution on the Project to expand Vinh city's urban space and the Project to reorganize district and commune-level administrative units for the 2023-2025 and 2026-2030 periods.
Effectively implement the policy of streamlining the payroll; properly resolve the regime and policies for redundant cadres, civil servants and public employees after the merger of administrative units. Effectively implement the Job Position Project; strengthen discipline and administrative discipline. Timely reward and encourage individuals who complete their tasks well; strictly handle individuals who do not complete their tasks, violate discipline, administrative discipline and public ethics. Review the criteria and component criteria of the index sets, determine the reasons for the downgrade, and propose solutions.
Prioritize the allocation of resources for the implementation of administrative reform tasks at district and commune levels; pay attention to investing in upgrading one-stop shops at district and commune levels, especially in mountainous areas; focus on applying information technology to serve digital transformation, building e-government and digital government; put the province's Smart City Operation Center into operation...
The Provincial Party Standing Committee assigned Party committees, Party organizations, provincial departments, branches, the Fatherland Front and socio-political organizations at all levels to seriously implement this Conclusion.
The Party Committee of the Provincial People's Committee shall preside over and coordinate with the Provincial Party Committee's Propaganda Department and relevant departments, agencies, and units to monitor, urge, and inspect the implementation of this Conclusion; every 6 months and annually report to the Provincial Party Committee Standing Committee for consideration and comments.
