Nghe An monitors 100% of fishing boats passing through the port, making efforts to remove the 'yellow card'
(Baonghean.vn) - Every month, fishing ports in Nghe An have hundreds of ships leaving and arriving with a catch of hundreds of thousands of tons. This activity is being closely monitored to serve data updates to complete the criteria to remove the "yellow card" for the Vietnamese seafood industry.
Implementing the direction of the Government and the Ministry of Agriculture and Rural Development, Nghe An is currently urgently implementing strong measures to combat illegal, unreported and unregulated (IUU) fishing, with special attention paid to monitoring fishing vessels passing through ports.
Nghe An has 4 fishing ports: Cua Hoi, Lach Van, Lach Quen, Quynh Phuong fishing ports. The work of organizing inspection and supervision of activities at fishing ports is through fishing port management boards. The total number of officers, workers and employees of the entire fishing port management board is 30 people, the workforce at each port is from 5-7 people/port.
At the 4 fishing ports, there is currently an investment in camera systems, telephones, computers, walkie-talkies... to carry out the task of inspecting and monitoring fishing vessels passing through the port. The work of monitoring, inspecting and controlling fishing vessel activities at fishing ports has basically been organized and implemented according to the provisions of Circular No. 21/2018/TT-BNNPTNT and Circular No. 01/2022/TT-BNNPTNT.

According to the Department of Fisheries, in the first 10 months of 2023, the number of ships reporting port arrivals was 2,913; the number of ships monitored was 2,894 with a monitored output of 4,559.87 tons.
The teams inspected 2,471 ships leaving the port, 2,150 fishing boats arriving at the port with a total seafood output unloaded through the port of 3,768.83 tons.
Supervision includes recording and submitting fishing logs, and this content is now being followed more and more seriously by ship owners. Fishermen have proactively recorded fishing logs and submitted them to fishing ports quite promptly.
However, the quality of mining logs is not high, there are still cases of low number of mining batches, inaccurate quantity, lack of information,... In the first 10 months of 2023, 2,635 logs were collected and checked.

Regarding the detection and handling of violations, there are currently 04 Inter-sectoral Working Groups deployed at 4 fishing ports, each group has 5-7 members including the following forces: Department of Fisheries, Border Guard, fishing ports. The Inter-sectoral Working Groups perform their tasks according to the Fisheries Inspection and Control Plan issued by the Provincial People's Committee, Circular No. 21/2018/TT-BNNPTNT, Circular 01/2022/TT-BNNPTNT.
Mr. Tran Nhu Long - Deputy Head of Nghe An Fisheries Sub-Department said: The actual number of fishing vessels, structured by length of vessel, by fishing industry in Nghe An is currently 3,614. The number of fishing vessels subject to registration (with a maximum length of 6m or more) as of October 18, 2023 is 2,717, of which 2,470 have been registered and updated to the Vnfishbase database system (reaching 90.91%). We are determined to monitor 100% of fishing vessels passing through the port.
Regarding fishing ports, up to now, all 4 fishing ports have been announced by the province to open and are all type II fishing ports. Of these fishing ports, 3 have been announced as designated fishing ports, with a complete system to confirm the origin of aquatic products from exploitation, effectively serving the updating of information on aquatic exploitation, moving towards removing the "yellow card" as recommended by the EC.
