By issuing the plan early, the Provincial People's Committee also hopes to promptly detect and rectify any loopholes and shortcomings in the state management of weapons, explosives, and fireworks.
"Provincial departments, agencies, and organizations; district, city, and town People's Committees must consider the prevention and control of fireworks-related violations as a regular and continuous task… Striving to minimize illegal fireworks displays on New Year's Eve," the document stated.
The plan will be implemented from August 5, 2019 to February 15, 2020, divided into two phases. Phase 1: from August 5, 2019 to January 5, 2020; Phase 2: from January 6, 2020 to February 15, 2020.
The Provincial People's Committee assigned targets to 21 districts, cities, and towns, and 4 departments including the Provincial Police, the Border Guard Command, the Customs Department, and the Market Management Department to investigate and seize 394 cases related to fireworks.
