Nghe An removes obstacles and accelerates progress of social housing projects.
In line with the government's goal of building "1 million apartments for workers," Nghe An province has been implementing policies to support and encourage businesses to invest in social housing projects.
To date, the province has completed the construction of 1,756 social housing units and worker housing units in 3 social housing projects and works within industrial parks. It is projected that by 2025, 2,530 social housing units will be completed and put into use, exceeding the target of 1,420 units set by the Prime Minister in Decision No. 44/QD-TTg dated February 27, 2025.

Thanks to the attention and guidance of the Provincial People's Committee and the full support of the Southeast Economic Zone Management Board and relevant departments, the investment and construction progress of housing areas for experts and workers of FDI enterprises in Nghe An has been quite smooth. In just 3 years, the province has started construction on 5 housing areas, providing accommodation for tens of thousands of experts and workers in industrial parks.
These include the Luxshare ICT (Nghe An) factory dormitory, currently housing over 2,000 out of 8,220 workers; and the Everwin Precision Technology (Vietnam) Co., Ltd. housing approximately 1,200 workers. In 2025-2026, two more worker dormitories will be added for Luxshare ICT Nghe An 1 factory in VSIP Nghe An Industrial Park, with 253 apartments accommodating 1,132 workers; and the worker dormitory project for Luxshare ICT Nghe An 2 factory in VSIP Nghe An Industrial Park, which will also begin construction, will cover an area of 4.43 hectares and have a floor area of 165,670 m².2and 3,288 apartments for 12,474 workers/employees.
In addition, a housing complex for workers at the JuTeng electronics and automotive parts manufacturing plant is being developed in Hoang Mai 1 Industrial Park, which can accommodate approximately 20,000 workers…

In addition to the housing complex for experts and workers of FDI enterprises mentioned above, a social housing project comprising 525 apartments by Kim Thi Real Estate Joint Stock Company, which has been underway since 2023, has also recently gone on sale in the Nam Cam Industrial Park.
According to a representative from the Department of Construction, by early June 2025, the province had approved the investment policy and the detailed construction plan at a scale of 1/500 for 41 projects with social housing construction plans, totaling 107 hectares. Upon completion, these projects are expected to provide approximately 36,000 apartments.
According to the plan, the province has allocated land and planned the placement of social housing projects in the corresponding industrial parks. Although progress is slow, ultimately, these are investment projects using non-budgetary capital, so investors only proceed depending on market signals; the province only plays a supervisory role.

With this liberal policy, many commercial housing projects, before commencing construction, have developers planning and committing to allocating 20% of the project land area for apartments and social housing.
Specifically, recently, the North Urban Area project in Nghi Kim and Nghi Lien communes (now Vinh Hung ward) by An Thinh Phat Real Estate Investment Co., Ltd. registered 566 social housing apartments on an area of 39,607m².2The new urban area project of the joint venture between Eurowindow Company and Construction and Project Management Company No. 1 in Thanh Vinh ward is registered to build 1,332 social housing apartments, with an area of 93,246m².2The Nam Song Vinh Urban Area project, a joint venture between Tri Duong Investment and Development JSC and Ecopark Hai Duong TD-Home Company, is registered to build 406 social housing apartments, covering an area of 28,439 square meters.2in Vinh Tan ward (now Vinh School).
Recently, Hung Hung Joint Stock Company also registered to build a social housing project covering 12,764.7 square meters.2in nearly 200,000 m²2The land was allocated near Highway 35 in Vinh Loc ward.

The 2023 Real Estate Business Law and Housing Law also include many mechanisms for social housing projects in general and housing for workers in particular. These include regulations requiring commercial housing developers to allocate 20% of the area for the construction of social housing for low-income earners. Conversely, in social housing projects, the State allows developers to use 20% of the area for commercial housing for exploitation and resale.
"If the investors of these projects fulfill their commitments, the social housing fund of Nghe An will skyrocket in the next two years," a representative from the Department of Construction affirmed.
