Nghe An contributes comments to the draft Law on Vietnamese Workers Working Abroad
(Baonghean.vn) - Giving comments on the draft Law on Vietnamese Workers Working Abroad under Contract (amended), delegates agreed with the plan to assign the Employment Service Center to send workers to work abroad; there were comments on the ethics and awareness of law compliance of local workers.
On the afternoon of September 10, the National Assembly Delegation of Nghe An province held a conference to collect comments on the Draft Law on Vietnamese Workers Working Abroad under Contract (amended).

Delegates said that amending and supplementing the Law on Vietnamese Workers Working Abroad under Contract is necessary to better protect workers working abroad, ensuring consistency with the Party's viewpoints and policies on overseas employment for Vietnamese workers.
The conference spent time contributing opinions to the draft Law (amended). Accordingly, focusing on the following contents: Scope of regulation of the law, subjects of application, foreign policies on Vietnamese workers working abroad under contracts, on granting licenses for services to send Vietnamese workers to work abroad, term of licenses for services to send Vietnamese workers to work abroad, on service fees, on overseas employment support funds, and state management responsibilities for Vietnamese workers working abroad.

The representative of the Department of Labor, War Invalids and Social Affairs said that currently, the number of laborers in the province working abroad is more than 60 thousand people, and the annual remittances sent back to the country by these workers are about more than 500 million USD. Thereby, it contributes significantly to promoting the implementation of the program of job creation, sustainable poverty reduction, legitimate enrichment and increasing foreign currency revenue for the province.

Therefore, along with the opinions of many delegates, the representative of the Department of Labor, War Invalids and Social Affairs said that, regarding the applicable subjects in Articles 2 and 5, he agreed with the transfer plan.Employment Service Centerestablished by the Provincial People's Committee to carry out the sending of workers to work abroad to implement international treaties and international agreements. The dossier of Vietnamese workers going to work abroad under the contract in Clause b, Point 2, Article 46, request to amend the worker's CV with confirmation from the People's Committee of the commune, ward or town where the worker resides and comments on the ethics and awareness of law compliance of the worker in the locality.

In addition, delegates also discussed the right to participate in labor representative organizations for Vietnamese workers working abroad under contracts, prohibited acts, the announcement of licenses, return of licenses, license revocation, labor source preparation, labor supply registration, labor deposits; rights and obligations of organizations and individuals investing abroad to send Vietnamese workers to work abroad, support for job creation and startups...
On behalf of the Provincial National Assembly Delegation, the Deputy Head of the Provincial National Assembly Delegation acknowledged the delegates' comments and will synthesize the comments to submit to the National Assembly Standing Committee.
