Attending the meeting were comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vice Chairmen of the Provincial People's Council Cao Thi Hien and Hoang Viet Duong; comrade Le Hong Vinh - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee, Head of the Economic - Budget Committee of the Provincial People's Council; Vice Chairman of the Provincial People's Committee Huynh Thanh Dien; representatives of leaders of a number of provincial departments and branches.

Discussing the report and draft resolution on approving the results of monitoring the management and implementation of a number of urban land projects in the province, the Standing Committee, the Provincial People's Council and the Provincial People's Committee, and the sectors all affirmed that the role of urban and apartment investment projects in the province has had many positive impacts in solving housing needs and contributing to the improvement and development of increasingly civilized and modern urban infrastructure.

However, through supervision, the Provincial People's Council pointed out 7 shortcomings that belong to the responsibility of State management agencies and investors in managing and implementing a number of urban land projects in the province.

Speaking at the meeting, Head of the Economic - Budget Committee, Provincial People's Council Le Hong Vinh pointed out a series of shortcomings in the management and implementation of urban projects, namely the maintenance of some apartment buildings has not received due attention, affecting the quality and lifespan of the projects; the extension of projects without consulting local authorities, creating loopholes for investors to prolong the projects; during the construction process, some projects have not ensured measures to ensure labor safety and environmental sanitation.

According to comrade Le Hong Vinh, there is a situation where some investors implemented previous projects slowly and with poor quality, but were still granted new projects and had them extended many times.

Deputy Head of the Legal Committee, Provincial People's Council Thai Thi An Chung, said that Vinh city should not be compared with Ho Chi Minh City and Hanoi, because in reality, these two big cities have had shortcomings in planning for urban development projects, so it is necessary to recognize and develop Vinh city in the future to resolutely not approve high-rise apartment building projects interspersed in residential areas.

Based on the consensus with the assessments and shortcomings, conclusions at the review, Chairman of the Provincial People's Council Nguyen Xuan Son requested the Provincial People's Committee to direct the construction of a data system on urban land use projects; at the same time, review the shortcomings and problems in the directive documents to adjust and amend, meeting the requirements of State management in this field more closely and effectively.

Comrade Nguyen Xuan Son also pointed out that the process of project appraisal requires strict implementation of investment preparation work, especially appraisal of the financial capacity of investors, and investors who do not meet financial capacity requirements are not accepted.

Regarding the adjustment of project planning, the Chairman of the Provincial People's Council requested to ensure that the green area and public works that were previously approved are not reduced.

The Provincial People's Committee needs to direct the focus on reviewing and urging investors to speed up the completion of projects; terminate activities for projects that are not implemented or are behind schedule according to the provisions of law; review and handle problems related to land allocation, land lease, granting of certificates of land use rights, house ownership rights and assets on land in urban projects...

The Standing Committee of the Provincial People's Council also discussed and gave opinions on the draft report on the results of monitoring the settlement of voters' complaints and petitions in the province.

Concluding this content, Chairman of the Provincial People's Council Nguyen Xuan Son requested that all levels and sectors continue to research and propose solutions, and at the same time propose appropriate recommendations to properly and satisfactorily resolve voters' recommendations.

- Some projects adjust planning in the direction of increasing construction density and reducing public area.

- Some investors prolong the time to fulfill financial obligations to the State.

- Some apartment projects do not pay attention to maintenance, quality is limited and administrative management is not given attention.

- Inspection and examination by competent authorities are not regular and detection and handling after inspection and examination are still limited.
