Nghe An: Reservoir construction of over 200 billion VND is unfinished, fields are dry and thirsty
(Baonghean.vn) - Khe Lai - Vuc Mau Reservoir (in Tan Thang Commune, Quynh Luu District) plays a particularly important role in providing water for agricultural production as well as natural disaster prevention. However, this project with an investment of over 200 billion is still unfinished, many items have been damaged.

Khe Lai - Vuc Mau Irrigation System Projectin Tan Thang commune, Quynh Luu district, invested by Nghe An Department of Agriculture and Rural Development with total capital for phase 1 of more than 227.8 billion VND. Of which, the project's site clearance cost is nearly 100 billion VND and the construction cost is nearly 100 billion VND.

Regarding site clearance work, 150 affected households and 86 hectares of reservoir bed have been compensated (over 110 billion VND).
The total amount of money disbursed for construction and compensation is over 200 billion VND. It is known that the project has stopped for nearly 3 years without implementing any additional items. The items that have been built must remain "alive to the test of time" and the project has not been able to close the water gates to store water according to the project's goals.
Mr. Phan Tien Dung - Chairman of Tan Thang Commune People's Committee said: For more than 3 years, the project has not been implemented due to lack of capital. About 150 affected households have been compensated. However, the affected forest land area in the reservoir area of more than 100 households currently has no source to pay, so water has not been stored.
The whole commune has over 70 hectares of rice, but only 35 hectares are planted, the rest is lacking water.

One of the reasons for the increase in compensation for land acquisition and clearance is that the initial survey of the land area of the reservoir area was not close to reality, partly because the compensation policy also increased. According to the representative of the Project Management Board, in order to continue implementing and storing water as the project's target, the Nghe An Department of Agriculture and Rural Development is submitting to the Ministry of Agriculture and Rural Development for project adjustments.

When completed and put into use, the Khe Lai - Vuc Mau reservoir project will provide irrigation water for 1,524 hectares of cultivated land (both rice and industrial crops), create a source of domestic water for 11,700 people, supplement water for Vuc Mau reservoir with 13.4 million m3/year and participate in flood reduction on Hoang Mai river.
