Nghe An: 4 times support for extremely disadvantaged communes building new rural areas

On the morning of June 13, the Provincial People's Committee continued its monthly meeting to listen to and give opinions on the allocation of funds to implement the National Target Program on New Rural Development in 2017 and to approve a number of draft Resolutions to be submitted to the Provincial People's Council. Comrade Le Xuan Dai - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the meeting. Accordingly, communes in extremely difficult areas, border and island areas according to Resolution 100/2015/NQ13, receive 4 times more support funding than non-priority communes. Equivalent to 8 billion 385 million VND/4 years; In 2017, support is 1 billion 300 million VND (According to the calculation formula for 255 billion VND, these communes receive 1 billion 318 million VND/commune).
In 2016, the whole province had 152 communes meeting the New Rural standards; There were 2 district-level units meeting the New Rural standards. The average number of criteria was 13.5 criteria/commune. Strive by the end of 2017: There were 20 more communes meeting the New Rural standards; There was 1 more district-level unit meeting the New Rural standards; The average of the whole province increased by 1-2 criteria/1 commune (except for 152 communes that have met the New Rural standards); The average number of criteria/commune was 14.2.

To achieve the set goals, the province focuses on implementing the priority contents of the National Target Program on New Rural Construction such as: promoting production development to increase income of rural people; eliminating temporary and dilapidated houses, especially in remote, isolated and disadvantaged areas; developing essential socio-economic infrastructure (irrigation works, education, health, clean water, transportation); innovating and developing forms of production organization, taking care of health, material and spiritual life in rural areas; consolidating a strong political and social system and ensuring security and order.
At the same time, continue to promote and promptly commend organizations and individuals with good and creative ways of doing things in building new rural areas.

Priority support for extremely disadvantaged communes, border communes, safe zone communes; extremely disadvantaged communes in coastal and island areas; poor communes in poor districts; poor communes in districts with high poverty rates are applied with infrastructure investment mechanisms and policies like poor districts according to Decision No. 582/QD-TTg dated April 28, 2017 of the Prime Minister on approving the list of extremely disadvantaged villages, communes in region III, region II, region I in ethnic minority and mountainous areas for the period 2016 - 2020 and Decision No. 131/QD-TTg dated January 25, 2017 of the Prime Minister on approving the list of extremely disadvantaged communes in coastal and island areas for the period 2016 - 2020, including: Communes with less than 05 criteria and the remaining communes.
In 2016, the Central Government supported Nghe An with 348 billion 400 million VND (In which: the capital from the Government to support development investment was 217 billion VND, the career capital was 131 billion 400 million VND); The province allocated the budget to support the rural road construction plan through supporting cement and rewarding communes that met the New Rural standards in 2016 with 187 billion 190 million VND. Thanks to that, it encouraged and motivated localities to launch movements throughout the province. The district budget mobilized: 191 billion 929 million VND; the commune budget mobilized: 187 billion 831 million VND; people's contributions: 785 billion 628 million VND. In addition, there was capital combined from programs and projects; credit capital; enterprise capital. The total capital mobilized and combined to implement the Program in 2016 was 3,666 billion 481 million VND. |
Delegates attending the meeting unanimously approved the proposal to allocate funds to implement the National Target Program on New Rural Construction in 2017. Comrade Le Xuan Dai noted that the agricultural sector needs to advise on a more practical method of allocating funds, especially for communes 30A so that the communes can soon implement new rural construction.
Also at the meeting, the members attending the Provincial People's Committee meeting unanimously approved the draft Resolution amending and supplementing the submission to the Provincial People's Council on the fee for granting permits to foreign workers working in Nghe An; the draft Resolution amending the fee for environmental protection in mineral exploitation; and the draft Resolution supplementing the percentage of revenue allocation in the province.
